Delhi Govt Transfers 12 IAS and 11 DANICS Officers in Major Bureaucratic Reshuffle; Vikas Anand Named Secretary to CM

In a major administrative overhaul aimed at strengthening governance and improving coordination across key departments, the Delhi Government on Friday issued a large-scale transfer and posting order involving 12 IAS officers and 11 DANICS officers.

The reshuffle affects several important departments including the Chief Minister’s Office, Public Works Department (PWD), Vigilance, Planning, Revenue, Health, Social Welfare, Women and Child Development, and Urban Development.

Officials said the extensive bureaucratic changes are part of the Delhi administration’s effort to streamline departmental functioning, improve policy execution, and ensure efficient coordination between various wings of the government.

Among the most significant appointments, senior IAS officer Vikas Anand has been named Secretary to the Chief Minister, while Nandini Paliwal, Sandeep Kumar, and Yashpal Garg have been assigned crucial administrative responsibilities.

Vikas Anand Appointed Secretary to Chief Minister

Vikas Anand (IAS: 2002, AGMUT cadre) has been appointed Secretary to the Chief Minister of Delhi. In addition to this important role, he has also been given the additional charge of:

Director, Union Territory Civil Services (UTCS)

He replaces Bipul Pathak in the Chief Minister’s Office.

The appointment is considered significant as the Secretary to the Chief Minister plays a key role in policy coordination, administrative communication, and governance oversight.

Sandeep Kumar Gets Charge of Public Works Department

Senior IAS officer Sandeep Kumar (IAS: 1997, AGMUT cadre) has been posted as Principal Secretary, Public Works Department (PWD).

The PWD is one of Delhi’s most important infrastructure departments, responsible for roads, bridges, public buildings, and urban civic infrastructure projects across the national capital.

Nandini Paliwal Assigned Vigilance and DSSSB Responsibilities

Modification in Earlier Posting Order

In a separate administrative modification, the Delhi Government revised the designation of Navlendra Kumar Singh (DANICS: 2006).

According to the revised order, his designation will now be “Special Commissioner” instead of “Additional Commissioner (GST)” as mentioned in the earlier notification issued on April 8, 2026.

Delhi Government Continues Administrative Reorganisation

Officials said the latest reshuffle reflects the Delhi Government’s continuing effort to strengthen governance mechanisms and place officers in departments aligned with their administrative expertise.

The transfers are expected to improve departmental coordination, accelerate policy implementation, and enhance efficiency in public administration across the National Capital Territory.
