3 Senior AGMUT cadre officers granted proforma promotions

Three senior IAS officers of the AGMUT cadre—Rohit Kansal, Sajjan Singh Yadav, and Varsha Joshi (all 1995-batch officers on central deputation)—have been granted proforma promotions to the Apex Scale (Level-17 in the IAS pay matrix). Their elevation will become effective on the date each of their immediate juniors assumes charge within the cadre.

Separately, Keshav Chandra, another 1995-batch AGMUT officer, has been promoted outright to the Apex Scale, effective July 1, 2025, or from the date he formally takes charge, whichever is later.

These moves follow the recommendations of the Screening Committee meeting held on December 19, 2024, and were formalized by an order issued by Rakesh Kumar Singh, Under Secretary to the Government of India, with the competent authority’s approval.

The Apex Scale represents the highest pay level in the IAS hierarchy and is typically reserved for officers occupying the most senior posts. Proforma promotions are procedural elevations granted on the basis of seniority and eligibility, becoming substantive once a vacancy is created by a junior officer’s assumption of office.
