ACC Approves Appointment of Shri Ramachandran R, IAS (KN:2012), as Director of Census Operations and Citizen Registration, Karnataka for Three Years

The Competent Authority has approved the appointment of Shri Ramachandran R, an officer of the Indian Administrative Service (IAS), Karnataka cadre, 2012 batch, to the post of Director of Census Operations (DCO)/Director of Citizen Registration (DCR), Karnataka (Director level).

His appointment has been made under the Central Staffing Scheme (CSS) for a period of three years, effective from the date of assumption of charge of the post, or until further orders, whichever event occurs earlier. The order further directs that Shri Ramachandran be relieved of his current duties immediately with instructions to join his new assignment in Karnataka.

Background of the Officer

Shri Ramachandran R has served in diverse administrative roles in Karnataka, contributing to governance, development programs, and policy execution. His new role as Director of Census Operations and Citizen Registration places him at the helm of one of the most critical functions in public administration — demographic data collection and citizen record management.

Role of Director of Census Operations and Citizen Registration

The Director of Census Operations/Director of Citizen Registration is entrusted with:

Supervising the planning and execution of census activities in Karnataka. Ensuring accuracy, transparency, and reliability of demographic data collection.

Overseeing citizen registration processes and maintaining records in coordination with local authorities. Providing statistical inputs to the Registrar General and Census Commissioner of India for national policy formulation.

Coordinating with state governments and central agencies to ensure smooth implementation of census programs.

This role is pivotal in ensuring that census data and citizen records are comprehensive, reliable, and aligned with national standards.

ACC Guidelines on Joining

The order reiterates the Appointments Committee of the Cabinet’s directions, as conveyed in DoP&T’s Circular No. 3/4/2004-EO(MM-1) dated 17 August 2005:

Officers appointed under the Central Staffing Scheme must join their new post within three weeks from the date of issue of the appointment order.

Failure to join within the stipulated period will result in initiation of the debarment process from the Central Staffing Scheme. This ensures discipline, timeliness, and accountability in cadre management and central postings.

Notification Requirement

The order also requests the Registrar General & Census Commissioner of India, Shri Mritunjay Kumar Narayan, to forward a copy of the notification of appointment in respect of Shri Ramachandran R once it is issued.
