Punjab Witnesses Major Bureaucratic Reshuffle – 15 IAS, IFS, and PCS Officers Transferred; Bhawna Garg Posted Principal Secy, Jails

In a significant administrative overhaul, the Punjab Government has transferred and assigned new responsibilities to 15 senior officers, including members of the IAS, IFS, and PCS cadres. The reshuffle, approved by Governor Banwarilal Purohit and executed under the orders of Chief Secretary K.A.P. Sinha (IAS, 1992 batch), takes immediate effect.
Key IAS Appointments

Bhawna Garg (IAS, 1999 batch) has been appointed as Principal Secretary, Jails, relieving Jaspreet Talwar of additional charge.

Senu Duggal (IAS, 2012 batch), currently Managing Director of Sugarfed, has been assigned additional charge as MD, Punjab Financial Corporation under the Industries & Commerce Department.

Ravinder Singh (IAS, 2017 batch) has been entrusted with additional charge as Additional Secretary, Social Justice, Empowerment & Minorities, alongside his current role in the Labour Department.

Navjot Kaur (IAS, 2018 batch) will continue as Additional Secretary, Personnel, and take on additional responsibility as Director, Colonization.

Key IFS Postings

S.P. Anandh Kumar (IFS, 2003 batch) will continue as Special Secretary, Sports & Youth Services, with additional charge of Forest & Wildlife Preservation.

Sanjeev Kumar Tiwari (IFS, 2007 batch) has been appointed Chief Conservator of Forests (Hills) and given additional key roles in:

PCS Officers in New Roles

Jagjit Singh (PCS, 2011 batch) has been promoted as Additional Director, Industries & Commerce, and will also serve as Additional Secretary, Planning.

Amaninder Kaur (PCS, 2012 batch) has been appointed Additional Deputy Commissioner (General), Jalandhar, replacing Aparna M.B. (IAS).

Amarbir Kaur Bhullar (PCS, 2012 batch) will serve as ADC (General), Hoshiarpur.

Anmol Singh Dhaliwal (PCS, 2012 batch) continues as ADC (Urban Development), SAS Nagar, with additional charge as Additional Chief Administrator-2, GMADA.

Shikha Bhagat (PCS, 2012 batch), ADC, Khanna, has been given additional responsibility as Additional Chief Administrator-2, GLADA, Ludhiana.

Rajpal Singh (PCS, 2012 batch) has been appointed Joint Secretary, Freedom Fighters.

Deepankar Garg (PCS, 2020 batch) has been posted as Deputy Secretary, General Administration & Coordination, replacing Kiran Sharma.

Kiran Sharma (PCS, 2020 batch) has now been appointed as Secretary, PSSSB, and Director, SCERT, Punjab.

Sukhpinder Kaur (PCS, 2023 batch), currently Deputy Secretary, Vigilance, will now also serve as Deputy Secretary and Controller, Printing & Stationery, taking over from Rajpal Singh.

Purpose of the Reshuffle

This reshuffle is part of the Punjab government’s broader initiative to optimize administrative functioning and enhance governance across critical departments. The move aims to bring fresh leadership and strengthen implementation across key sectors, including prisons, forestry, tourism, education, planning, and urban development.
