The Union Ministry of Home Affairs (MHA) has rejected a request by IAS officer Mahima Madan (2021 batch, AGMUT cadre) to defer her transfer from Delhi to Jammu & Kashmir, and has instructed her to report to her new post without further delay.
Madan, who was transferred on May 16, 2025, submitted two written appeals dated May 19 and May 25, requesting that her posting to J&K be put on hold, citing personal difficulties and seeking an extension of her tenure in Delhi for one more year.
Transfer Reaffirmed on Administrative and Public Interest Grounds
In an official response, the MHA stated:
“The representation of Mahima Madan, IAS (AGMUT: 2021), for deferring her transfer and extending her Delhi posting has been duly examined. The transfer order dated 16.05.2025 was issued with the approval of the Competent Authority on administrative grounds. The larger public interest and functional requirements of the Government of Jammu & Kashmir warrant her immediate joining in the assigned segment.”
Accordingly, the Ministry has directed immediate compliance, emphasizing that her presence is required in Jammu & Kashmir to meet ongoing governance needs.
Leave Requests Must Be Routed Through J&K Government
The MHA further clarified that any leave required for personal reasons must now be sought from the Competent Authority in the Government of Jammu & Kashmir, reinforcing that the jurisdiction over her service has shifted with the new posting.

Mahima Madan, allocated to the AGMUT cadre in 2021, had been serving in Delhi prior to the recent transfer. Her request for an extension came shortly after the official order, but the Ministry stood firm, citing the priority of administrative needs in J&K.
This development underscores the Centre’s commitment to administrative rotation and equitable deployment of officers in the AGMUT cadre, particularly in strategically important regions like Jammu & Kashmir.
