CM Yogi Acts Tough on Bureaucratic Misconduct— Full Details Inside
In a strong push for administrative discipline, Uttar Pradesh Chief Minister Yogi Adityanath has taken decisive action against alleged irregularities in departmental transfers. Two senior IAS officers have been removed from their posts and placed on a waiting list, while over 200 suspicious transfers have been halted.
IAS Officers Removed: Sameer Verma and Bhawani Singh Khangarot
The officers at the center of the controversy are:
Sameer Verma, IAS (Inspector General, Registration)
Bhawani Singh Khangarot, IAS (Director, Administration, Medical and Health Services)
Both officers have been relieved of their duties and placed on the “waiting list” — a bureaucratic term indicating they currently hold no active assignments.
Additional Charges Assigned
To ensure continuity, the government has reassigned their responsibilities as additional charges to serving officers:
Amit Gupta, Principal Secretary, Stamp & Registration and Transport, will now also serve as Inspector General, Registration.
Aryaka Akhoury, Special Secretary (Medical), has been given the additional role of Director, Medical and Health Services (Administration).
This interim arrangement is intended to stabilize the departments as a more detailed inquiry proceeds.
Cause: Irregular Transfers in Stamp & Registration Department
The reshuffle was triggered by the discovery of significant irregularities in the transfer of over 200 officers in the Stamp and Registration Department — including sub-registrars and clerical staff. In response, CM Yogi immediately froze the transfers and ordered a high-level investigation.
On Wednesday, Principal Secretary Amit Gupta officially suspended the transfer orders of:
59 sub-registrars
114 junior assistant registration officers
29 newly promoted sub-registrars
These orders were criticized for being abrupt, opaque, and allegedly influenced by favoritism and financial considerations.
Minister’s Complaint Prompted Action
The action follows a formal complaint submitted on June 18 by Stamp and Registration Minister Ravindra Jaiswal, who accused Sameer Verma of corruption and protocol violations.
Speaking to the media in Lucknow, Minister Jaiswal stated:
“We met the Chief Minister and submitted concrete evidence of the irregularities. The transfer list clearly indicated bias and lapses. The CM acted promptly and has ordered a thorough investigation.”
He also alleged that Verma bypassed procedural consultations and enabled the transfer of officers facing corruption allegations. The minister called for either Verma’s removal or a long leave, along with an investigation by the STF (Special Task Force).
Medical and Health Services Also Under Scrutiny
Alongside Verma, Bhawani Singh Khangarot has also been removed as Director of Administration, Medical and Health Services, amid accusations of negligence and administrative irregularities. His duties will now be handled by Aryaka Akhoury as an additional charge.
