Dr Rajesh Rajoda & Prabal Sipaha Assigned New Responsibilities in MP

In a significant administrative overhaul, the Government of Madhya Pradesh, under the leadership of Chief Minister Dr. Mohan Yadav, has transferred and appointed nine senior IAS officers, affecting several key departments including the Chief Minister’s Office, Narmada Valley Development, Urban Development, Energy, Higher Education, and General Administration.

The General Administration Department (GAD) issued the official transfer orders on Sunday, July 6, 2025, directing the officers to assume their new responsibilities with immediate effect.

Key Appointments: Neeraj Mandloi to Head CM’s Office

One of the most prominent changes involves Shri Neeraj Mandloi, a 1993-batch IAS officer from the Madhya Pradesh cadre. He has been appointed as Additional Chief Secretary (ACS), Chief Minister’s Office. In addition to this key role, he has been assigned additional charge of the Energy Department and the Public Service Management Department. Prior to this, Mandloi was serving as ACS, Central Department.
Restructuring in Agriculture and Higher Education

In the education and agriculture sectors, significant realignments have also been made:

Mr Nishant Warwade (IAS: 2003) has been posted as Secretary, Farmer Welfare and Agriculture Development Department. He previously served as Commissioner, Higher Education, based in Bhopal.

Mr Prabal Sipaha, a 2009-batch IAS officer, has now been appointed as the new Commissioner, Higher Education, succeeding Shri Warwade. His appointment signals a generational shift in education sector leadership.

Senior Bureaucrats Assigned Multiple Portfolios

Several senior officers have been entrusted with additional or dual responsibilities in this round of transfers:

Dr. Rajesh Kumar Rajoda (IAS: 1990) has been appointed Additional Chief Secretary, Narmada Valley Development Corporation. He will also hold the following additional roles:

Managing Director, Narmada Basin Project Company Ltd.

Co-Member (Rehabilitation), Narmada Valley Development Authority

ACS, Water Resources Department

Mr Shri Sanjay Dubey (IAS: 1993) has been appointed as ACS, Urban Development and Housing Department, with additional charge of the Science and Technology Department.

Mr Sanjay Kumar Shukla (IAS: 1992) has been posted as ACS, General Administration Department, with a wide range of additional responsibilities, including:

Secretary, Public Works Department (PWD)

Secretary, Legal and Vigilance Cell

Chief Secretary (Coordination)

Chief Secretary, Planning, Economic and Statistics Department

Chairman, Madhya Pradesh Staff Selection Board

Mr DP Ahuja (IAS: 1996) has been appointed Principal Secretary, Cooperative Department, and will additionally serve as:

Principal Secretary, Fishermen Welfare and Fisheries Development Department

Principal Secretary, AYUSH Department

Other Key Transfers

Mr M. Selvendran (IAS: 2002) has been appointed Secretary, Personnel, General Administration Department. He was previously posted as Secretary, Farmers Welfare and Agriculture Development Department.

Ms. Rakhi Sahay (IAS: 2015), who previously held the post of Managing Director, Madhya Pradesh Finance Corporation, Indore, has been transferred and appointed as Secretary, Madhya Pradesh Public Service Commission (MPPSC).

Administrative Strategy and Objectives

This reshuffle is being viewed as a strategic realignment of the state’s top administrative structure aimed at enhancing governance efficiency, accelerating development programs, and ensuring seamless interdepartmental coordination ahead of critical policy rollouts and upcoming political cycles.

With these appointments, the state government seeks to place experienced officers in pivotal roles to drive key initiatives and strengthen public service delivery, while also preparing for administrative continuity in a rapidly evolving governance landscape.
