Key Bureaucratic Appointments Reflect Ongoing Administrative Reshuffle at Centre and State Levels

In a fresh round of senior bureaucratic assignments, the Department of Personnel and Training (DoPT) has approved key appointments and redesignations across central departments and civic bodies. The changes affect officers from the Indian Postal Service, Indian Administrative Service, and Indian Revenue Service.
Virender Kumar Gupta Appointed Member (Financial Services), Postal Services Board

Virender Kumar Gupta, a 1989-batch officer of the Indian Postal Service (IPoS), has been appointed as Member (Financial Services) in the Postal Services Board.

In his new role, Gupta will be responsible for steering India Post’s financial services portfolio, including postal banking, digital financial inclusion, and strengthening the India Post Payments Bank (IPPB) framework. With decades of administrative experience, his appointment is expected to drive strategic reforms in the financial services arm of India Post.

IAS Vijay Bhavikatti Elevated to Director Level in Karnataka

In another key move, IAS officer Vijay Kumar Siddappa Bhavikatti (2011 batch, Haryana cadre) has been elevated to Director level in the Office of the Registrar General of India (RGI). He will continue in his dual role as Director of Census Operations (DCO) and Director of Citizen Registration (DCR) for Karnataka.

Bhavikatti’s designation has been upgraded from Deputy Secretary to Director, effective until December 31, 2025. On central deputation since August 2019, this promotion reflects the enhanced scope of his responsibilities as the government ramps up preparations for upcoming census and national registration initiatives.
IRS Officer Aastha Lakshmi Appointed Chief Vigilance Officer of NDMC

Aastha Lakshmi, a 2008-batch officer of the Indian Revenue Service (Income Tax), has been appointed as Chief Vigilance Officer (CVO) of the New Delhi Municipal Council (NDMC).

The Appointments Committee of the Cabinet (ACC) has cleared her appointment for a tenure of three years or until further orders. As CVO, she will act as the nodal authority for all anti-corruption and vigilance matters within NDMC, ensuring the implementation of integrity, transparency, and accountability mechanisms across the civic body’s operations.

Her posting is part of the DoPT’s regular placement of experienced officers in critical vigilance roles across ministries, public sector undertakings, and civic institutions.
