IRS Officer Bora to Lead Crucial Development and Communication Portfolios in Assam

In a significant administrative reshuffle, the Assam Government has reassigned senior IRS officer Kumar Padmapani Bora (2009 batch), relieving him of his responsibilities in the Tourism Department and entrusting him with additional key portfolios in development and communication.

New Roles Assigned

As per the official order, Mr. Bora will now serve in the following capacities:

Managing Director, Assam Tourism Development Corporation (ATDC)

Project Director, Assam Infrastructure Financing Authority

CEO, Mukhya Mantri Samagra Samridhi Yojana (MMS-CMSGUY)

Commissioner & Secretary – Information & Public Relations (IPR) and Printing & Stationery Departments (as additional charges)

This reshuffle is seen as part of the government’s broader strategy to consolidate leadership in critical departments that drive public engagement, infrastructure development, and welfare implementation.

Tourism Portfolio Relinquished

Mr. Bora has been relieved from his role as:

Commissioner & Secretary, Tourism Department

Managing Director, ATDC (though he continues in this role)

CEO, MMS-CMSGUY (continuing)

His exit from the Tourism Department comes amid the state’s efforts to redefine its post-pandemic tourism roadmap, with a renewed focus on infrastructure, investment, and branding.

About IRS Kumar Padmapani Bora

A senior officer of the Indian Revenue Service, Mr. Bora has held several prominent administrative roles in Assam. Known for his effective project execution and policy management, he continues to lead Assam’s flagship welfare program MMS-CMSGUY, aimed at integrated rural development and infrastructure creation.

His continued leadership in both ATDC and infrastructure financing underscores the government’s confidence in his abilities and signals a sustained focus on strategic development, even as portfolios shift.
