Patna, [Date]: In a major push for transparent and citizen-centric governance, Bihar Chief Secretary Amrit Lal Meena (IAS 1989) unveiled a suite of digital initiatives and welfare measures under the Bihar Prashasnik Sudhar Mission Society (BPSMS).
The launch event, held at the Secretariat Meeting Hall, saw participation from senior officials including the Development Commissioner, Additional Chief Secretary-cum-Mission Director (BPSMS), and representatives from NIC, SBI, and KPMG.
Key Digital Initiatives Launched
1. RTPS Online Appeal & Review Portal
Portal Link: https://rtpsappeal.bihar.gov.in Purpose: Strengthens the Bihar Right to Public Services Act (2011) by enabling citizens to file appeals/reviews if services are delayed/denied.

Paperless workflow & digital signatures
Real-time tracking & dashboards
Faster grievance redressal
“This portal ensures the right to timely services is a reality, not just a promise,” said Chief Secretary Meena.
2. HRMS Bihar Mobile App (Now Live on Play Store)
For Govt Employees: Access service books, leave applications, and corrections via the app.

Employee Welfare: Health Insurance for Contractual Staff
Coverage: 3,560 contractual employees (Executive/IT Assistants & Managers)
Benefits:
Cashless treatment up to ₹5 lakh/year (incl. pre-existing conditions)
Maternity care: ₹20K (normal) / ₹50K (C-section)
ICU, AYUSH, pre/post-hospitalization coverage
24×7 claims team with 1-hr pre-auth & 3-hr discharge approval
Funding: BPSMS to bear full premium (₹1.42Cr + GST) for 1 year
MoU Validity: 3 years (extendable)
