To Enhance Administrative Efficiency; Vijay Amruta Kulange Appointed Director of Animal Husbandry in Odisha
Realignment aims to strengthen governance in animal husbandry, AYUSH, revenue, and community development sectors
The Government of Odisha has undertaken a strategic reassignment of Indian Administrative Service (IAS) officers, designed to improve governance efficiency and optimize departmental oversight across key administrative areas. The General Administration and Public Grievance Department formalized the changes through an official notification issued on Friday.
Key Appointments
Mr. Vijay Amruta Kulange (IAS, 2013 batch) has been appointed as Director of Animal Husbandry and Veterinary Services, Odisha, headquartered in Cuttack. Mr. Kulange, who previously served as Managing Director of the Odisha State Cooperative Milk Producers’ Federation Ltd (OMFED), will also continue in that role in an additional capacity to ensure leadership continuity.
Mr. Premjit Nayak, former Director of AYUSH, has been appointed as Additional Secretary in the Department of SC and ST Development, Minorities, and Backward Classes in Bhubaneswar. This move underscores the state’s focus on inclusive governance and improved implementation of policies for marginalized communities.
Ms. Anjana Panda (IAS, 2015 batch), currently serving as Additional Secretary in the Food Supplies and Consumer Welfare Department, has been named Director of AYUSH in Bhubaneswar. Her administrative expertise is expected to enhance the state’s traditional and alternative healthcare initiatives.
Ms. P. Anvesha Reddy (IAS, 2015 batch), the current Excise Commissioner of Odisha based in Cuttack, has been assigned additional responsibilities as Inspector General of Registration in Cuttack. This dual role is anticipated to improve coordination between excise and registration operations, leading to more efficient revenue administration.

By placing experienced officers in roles that leverage their strengths, the Odisha government aims to enhance service delivery, promote inter-departmental synergy, and support sustained socio-economic development across the state.
