Bulandshahr District Magistrate Shruti Singh, a 2011-batch IAS officer, has landed at the center of a political storm after reportedly failing to respond to over 20 phone calls from Samajwadi Party leader Shivpal Singh Yadav.

The matter escalated when Assembly Speaker Satish Mahana issued a show-cause notice to the DM following a formal complaint. Although the issue was later resolved through an apology, the episode has raised questions about communication protocols within the bureaucracy.

What Sparked the Controversy?

The incident dates back several months, when Shivpal Yadav tried to reach out to Shruti Singh regarding a concern involving a party worker. He allegedly made 20 to 25 calls on both her official and personal numbers, but none were answered. The only response came from her Public Relations Officer (PRO), who did not connect the call to the DM.

Even after SP District President Matlabu Ali conveyed the message in person, there was no response, further intensifying Yadav’s displeasure.

Formal Complaint Reaches the Speaker

Frustrated, Shivpal Yadav lodged a formal complaint with Speaker Satish Mahana, urging him to refer the matter to the Privileges Committee. Considering Shivpal’s senior stature in Uttar Pradesh politics, the Speaker issued a notice to Shruti Singh, demanding an explanation.

The development quickly caught the attention of the state government and the Chief Minister’s Office, triggering urgent backchannel discussions to defuse the matter.

DM Shruti Singh Responds, Apologizes

Upon receiving the notice, Shruti Singh called Shivpal Yadav directly to apologize, clarifying that the lapse occurred because her PRO, Nitesh Rastogi, had failed to convey that the calls were from the senior leader. Acting swiftly, she removed the PRO from his post.

Satisfied with the explanation, Shivpal later informed the Speaker that he no longer wished to pursue the issue. The case was officially closed.
