Contrasting Outcomes for Senior IAS and IPS Officers’ Voluntary Retirement Requests
The voluntary retirement (VRS) plea of 2004-batch IAS officer BVRC Purushottam remains unresolved over three months after submission, even as the Union Home Ministry has cleared the VRS of 2015-batch IPS officer Rachita Juyal.
IAS Officer’s VRS Application Stalled
Purushottam, who has more than 12 years of service left before his scheduled retirement in 2037, applied for voluntary retirement in May 2025, citing family obligations. Despite the lapse of the three-month period mandated under All India Services (AIS) rules—after which VRS can be deemed accepted if formalities are complete—the government has yet to take a decision.
Sources indicate that no official file on his application has been initiated at the state level, leaving his request in administrative limbo. Purushottam, currently on personal leave, had earlier told ETV Bharat that his VRS application was driven by pressing family concerns.
IPS Officer’s VRS Approved Swiftly
In sharp contrast, the resignation of Rachita Juyal, a 2015-batch IPS officer, has been formally accepted. Juyal, who applied for voluntary retirement in June 2025, received Union Home Ministry clearance within the stipulated three-month window.
She was serving as Superintendent of Police (SP), Vigilance, and was directly overseeing the high-profile Haridwar Municipal Corporation land scam probe. Following her exit, the investigation will now be led by CO Vigilance Harshvardhan Suman, who had already been assisting in the case.

The vigilance inquiry involves alleged irregularities in land allocation and financial transactions under the jurisdiction of the Haridwar Municipal Corporation. Juyal had been instrumental in tracking the money trail, and her departure marks a key change in the leadership of the investigation.
Future of Purushottam’s VRS Still Unclear
The divergent handling of the two cases highlights a possible administrative bottleneck or procedural gap in dealing with senior IAS officers’ retirement requests at the state level. Until the state government moves a formal file or records a decision, the status of BVRC Purushottam’s voluntary retirement remains uncertain.
