Delhi Police Chief Satish Golchha Calls for Special Units to Frame Contingency Plan After Nepal Protests

To strengthen preparedness in the wake of violent protests in Nepal, Delhi Police Commissioner Satish Golchha (AGMUT cadre, 1992 batch) has instructed the creation of three dedicated units tasked with drafting a comprehensive contingency response plan. The move is intended to anticipate and manage potential large-scale demonstrations in the capital, especially those led by youth groups without central leadership, as seen recently in Kathmandu.

Formation of Three Units

As per senior officials, Golchha has directed the Intelligence Branch, Operations Wing, and Delhi Armed Police to jointly design the framework of this plan. The mandate covers early intelligence collection, improved tactics for crowd control, and continuous monitoring of online platforms used for mobilization.

High-Level Review Meeting

During a strategy session with all Special Commissioners of Police, Golchha highlighted the necessity of integrated coordination among district-level forces, cyber units, and Central Armed Police Forces (CAPFs). The upcoming blueprint will likely feature stronger border checks, the use of drones for aerial surveillance, preventive deployment in vulnerable zones, and rapid liaison with paramilitary contingents if large gatherings occur.

Audit and Resource Readiness

Special CPs have been instructed to review the stock of non-lethal weaponry and recommend procurement of additional technology where gaps exist. One senior officer noted that the first step in such a scenario would be to immediately mobilize reserve police battalions to safeguard citizens and maintain public order.

Tackling Online Narratives

A crucial part of the plan will be combating misinformation and propaganda circulating on social media, identified as a driving force behind the Nepal protests. Dedicated digital monitoring teams will be activated to track trends and respond swiftly to online content capable of fueling unrest.

Proactive Strategy

Commissioner Golchha’s instructions underline a forward-looking approach, positioning Delhi Police to remain vigilant against regional triggers that could spill over into the capital. The proposed contingency plan is intended not only to prevent disruption but also to ensure effective crisis management if protests escalate.
