Key Bureaucratic Shake-Ups: Senior IRPS and IRS Officers Assigned New Roles

Two senior officers from the Indian Railway Personnel Service (IRPS) and the Indian Revenue Service (IRS) have received new assignments in a recent reshuffle, highlighting the government’s effort to position experienced officials in critical sectors.

Khwairakpa Pratap Singh Returns to Parent Cadre

Khwairakpa Pratap Singh, a 2000-batch IRPS officer who had been serving as Chief Vigilance Officer (CVO) at North Eastern Electric Power Corporation Limited (NEEPCO), Shillong, has been relieved from his deputation and sent back to his parent cadre ahead of schedule, following a request made on personal grounds.

During his tenure at NEEPCO, Singh was responsible for monitoring vigilance functions, ensuring fair practices in procurement, and maintaining ethical standards in the functioning of the public-sector enterprise that supplies power across the North-Eastern states. His early repatriation closes an important chapter in his deputation service.

Saurabh Kumar Posted in GST Council Secretariat

Meanwhile, the government has posted Saurabh Kumar, a 2005-batch officer of the IRS (Customs & Indirect Taxes), as Director in the GST Council Secretariat.

He has joined on a five-year deputation term, and his extensive background in indirect taxation, policy planning, and administrative coordination is expected to strengthen the Council Secretariat. The office plays a pivotal role in harmonizing GST policy between the Union and the states, and Kumar’s appointment is aimed at reinforcing this mechanism.

Broader Administrative Perspective

Both moves are part of a wider administrative strategy to align officers’ expertise with sectoral requirements. While Singh’s return to his cadre underscores flexibility in personnel management, Kumar’s induction into the GST Council Secretariat signals the government’s emphasis on experienced hands in key policy areas.

Collectively, these changes are seen as measures to improve institutional accountability, policy execution, and governance efficiency at multiple levels of administration.
