Public Sector Sees Key Appointments in Maritime and Tribal Development Sectors
In a notable reshuffle within major public sector entities, new leaders have been appointed at Dredging Corporation of India Ltd. (DCI) and the Tribal Co-operative Marketing Development Federation of India (TRIFED). The changes mark a fresh phase of leadership aimed at strengthening operational efficiency and regional outreach.
Capt. S. Divakar Takes Additional Charge as MD & CEO of DCI
The Board of Directors of DCI has approved the appointment of Capt. S. Divakar, currently serving as Chief General Manager, as the Managing Director and Chief Executive Officer (Additional Charge). He will formally take over on October 16, 2025, following the end of the interim tenure of Durgesh Kumar Dubey (IRTS), who held the post until October 15.
In addition to the top executive position, Capt. Divakar has also been nominated as an Additional Director and Key Managerial Personnel (KMP) of the company. His assignment will remain in effect until a full-time MD & CEO is appointed, or for six months, or until further government orders — whichever occurs earlier.
Having joined DCI as a cadet in 1987, Capt. Divakar has spent more than three decades with the organization. He worked onboard dredgers for 22 years, eventually serving as Master of Dredger, before transitioning to senior shore-based management roles for another 12 years. His broad exposure to both operational and managerial domains makes him a seasoned hand to guide the company through its current phase of transformation.
IRS Officer P.S. Thuingaleng Appointed General Manager, TRIFED (North-East)
In a separate decision, the Government of India has cleared the appointment of P.S. Thuingaleng, a 2008-batch Indian Revenue Service (IRS – Income Tax) officer, as General Manager (Director level) at TRIFED under the Ministry of Tribal Affairs. He will be posted in Guwahati, responsible for overseeing activities across Assam and the North-East region.
As per the official order, his posting is on a deputation basis for five years, or until further instructions are issued, whichever is earlier. In this capacity, Thuingaleng will focus on expanding TRIFED’s initiatives aimed at tribal entrepreneurship, livelihood generation, and market access for indigenous products — areas of particular significance in the North-East’s tribal-dominated landscape.
Strengthening Core Sectors Through Strategic Leadership
Both appointments signify the government’s push to enhance institutional effectiveness in two critical domains — maritime infrastructure and tribal welfare.
While Capt. Divakar’s vast field and management experience is expected to reinforce DCI’s operational strength and project delivery, Thuingaleng’s expertise in administration and public finance will aid TRIFED in deepening its outreach among tribal communities.
Together, these leadership changes highlight a broader commitment to aligning public sector enterprises with efficiency, accountability, and inclusive development goals.
