Tiruchy, Tamil Nadu: The Central Bureau of Investigation (CBI) has added a respected and high-performing police officer, Asra Garg, to the Supreme Court-monitored panel investigating the Karur stampede, an incident that left 41 people dead during a public rally addressed by actor-turned-politician Vijay, the founder of the Tamilaga Vettri Kazhagam (TVK).

The appointment of Garg, a 2004-batch IPS officer from the Tamil Nadu cadre, is being viewed as a decisive step to restore credibility and transparency in the probe into one of the most devastating crowd tragedies in recent years.

Supreme Court Hands Over Case to CBI After Public Outcry

Following mounting pressure from citizens and political leaders, the Supreme Court had earlier directed that the investigation be transferred from the state-level Special Investigation Team (SIT) to the CBI, ensuring judicial oversight under retired Justice Ajay Rastogi.

Before this central takeover, the Madras High Court had constituted an SIT led by Inspector General of Police (IG) Asra Garg, who had already begun an extensive fact-finding mission into lapses in crowd control and event management. Garg’s diligence and calm handling of public outrage during those initial days reportedly played a role in his inclusion on the national panel.

Karur MP Jothimani, who had persistently sought a transparent probe, welcomed Garg’s induction, describing it as a move that “reinforces public faith in the justice process” and ensures that the victims’ families “receive truth without delay or distortion.”

While welcoming the CBI’s intervention, Jothimani also expressed apprehension about political misuse of central agencies, citing past instances where the CBI, ED, and IT departments were accused of being weaponized for political ends. She noted,

“The inclusion of an upright officer like Asra Garg offers reassurance, but constant vigilance is necessary to prevent interference and ensure the investigation remains impartial.”

Observers say Garg’s reputation for incorruptibility and fearless policing makes him a stabilizing presence in a case entangled with political sensitivities and media attention.

Who Is Asra Garg? A Record of Integrity, Courage, and Empathy

Born in Patiala, Punjab, Asra Garg completed his schooling in Mansa and went on to earn a degree in Electrical Engineering from Thapar University. Despite hailing from the north, he is fluent in Tamil, having served most of his career in Tamil Nadu’s districts. Both his parents were educators, a background that shaped his disciplined and ethical worldview.

Career Journey: From District Policing to State Leadership

Early Career and Field Postings: Garg began his career as Assistant Superintendent of Police (ASP) in Tirupattur, Vellore district. His first major breakthrough came as Superintendent of Police (SP) in Tirunelveli Rural (2008), where he gained public trust for dismantling moneylending mafias and suppressing criminal gangs that had long terrorized the region.

Humanitarian Approach to Law Enforcement: Known for his empathetic leadership, Garg encouraged marginalized citizens to seek justice without fear. His name gained national attention when he ordered the release of a woman who fatally injured her husband in self-defense while protecting her daughter from sexual assault—a decision hailed as an act of humane policing.

Madurai Tenure: Combating Corruption and Caste Discrimination

As SP of Madurai (2010), Garg launched a campaign against vote-buying during elections and curbed local corruption networks. He played a pivotal role in diffusing the long-standing temple entry dispute in Uthapuram, a conflict between Dalit and non-Dalit communities, earning commendation from the Madras High Court.

He also intervened to abolish the infamous “two-tumbler” system, under which Dalits were served tea in disposable cups while others used steel tumblers — a symbolic victory for social justice in rural Tamil Nadu.

National-Level Cases: CBI, Organ Trade, and Anti-Graft Operations

While on deputation with the Central Bureau of Investigation, Garg led several high-profile probes, including the Ryan International School murder case (2016) in Gurgaon — one of India’s most widely followed juvenile crime cases.

Earlier, as district police chief in Dharmapuri, he busted a kidney trafficking network and oversaw Tamil Nadu’s first successful conviction in a land-grabbing case, both earning him national recognition.

In 2019, Garg once again demonstrated his zero-tolerance approach by arresting the Vice President of Soma Enterprises for attempting to bribe him with ₹2 crore, reinforcing his reputation as a rare officer who cannot be bought.
