Odisha: Additional Charges of 3 Bureaucrats in Agriculture, Livelihoods, & Urban Transport Sectors Retained

In a move aimed at ensuring administrative stability and uninterrupted progress in key developmental sectors, the Odisha Government has decided to retain the additional responsibilities of three senior IAS officers overseeing vital portfolios in agriculture, rural livelihoods, and urban transport.

The decision, announced through an official order by the General Administration & Public Grievance (GA&PG) Department, underscores the state’s focus on maintaining governance continuity in areas critical to economic growth and public welfare.

K. Sudarshan Chakravarthy to Continue in Agriculture and Civil Supplies

K. Sudarshan Chakravarthy (IAS, 2011 batch, RR cadre) will continue to shoulder key responsibilities in the agriculture and civil supplies sectors, areas central to Odisha’s food security and farmers’ welfare programs.

According to the government’s directive, he will continue as:

Managing Director, Odisha State Civil Supplies Corporation Ltd.

Director, Agricultural Marketing.

Ex-Officio Member Secretary, Odisha State Agricultural Marketing (OSAM) Board.

Chakravarthy’s extended tenure ensures policy consistency in ongoing agricultural reforms, including initiatives to strengthen procurement systems, improve market infrastructure, and enhance rural supply chains. His leadership in these departments has been widely credited for streamlining procurement and ensuring transparency in distribution networks.

Dr. Monica Priyadarshini Retains Livelihood and Women Empowerment Portfolios

Dr. Monica Priyadarshini (IAS, 2014 batch, AGMUT cadre) will continue her multi-dimensional role in women’s empowerment, rural livelihoods, and community entrepreneurship.

In addition to her primary charge as Mission Director, Odisha Livelihoods Mission (OLM), she will also remain as:

Director, Mission Shakti, the flagship women’s empowerment program of the state.

Chief Executive Officer (CEO), Odisha Rural Management and Advisory Services (ORMAS).

The government order also mentions that the additional appointment of Chakravarthy Singh Rathore as CEO, ORMAS, stands cancelled, effective immediately upon Dr. Priyadarshini assuming the post.

Dr. Priyadarshini’s continuation is seen as crucial for sustaining the state’s flagship missions that aim to empower self-help groups, promote rural enterprises, and integrate women into mainstream economic activities.

Sanjay Kumar Biswal to Continue as Head of Urban Transport

Sanjay Kumar Biswal (IAS, 2015 batch, NCS cadre), currently serving as Additional Secretary in the Commerce & Transport Department, will retain his additional charge as Managing Director of Capital Region Urban Transport (CRUT).

CRUT, which operates the Mo Bus and Mo E-Ride services, is the backbone of urban mobility in Bhubaneswar and adjoining cities, providing affordable and eco-friendly pub
