Assam Police Overhaul: Over 30 IPS and APS Officers Reassigned to Bolster District Administration; Pushpraj Singh Moved from Kokrajhar

In a sweeping reorganization aimed at enhancing law enforcement and district-level governance, the Assam Home (A) Department issued a notification on 17 October 2025 announcing the transfer and posting of more than thirty senior police officers across various districts and specialized units.

Leadership Realignment in Critical Zones

The reshuffle places particular emphasis on districts with complex law-and-order scenarios, such as Dhubri, Kokrajhar, and Kamrup. These regions, often marked by border sensitivities and security challenges, have seen strategic changes in leadership. For instance, Leena Doley (APS, DR-2002) has been reassigned from Senior Superintendent of Police (St) in Dhubri to SSP, Sribhumi. Meanwhile, Debasish Borah (APS, DR-2004), who previously served as Commandant of the 4th Assam Police Battalion in Kahilipara, now takes charge as SSP, Dhubri. These appointments reflect the government’s intent to inject renewed energy and oversight in high-priority areas.

Cadre Rotation and Operational Flexibility

Among the notable changes, Pushpraj Singh (IPS, RR-2014) has been transferred from his role as SSP, Kokrajhar to a new assignment in Karbi Anglong. His position will now be filled by Numal Mahatta (APS). Additionally, Partha Protim Das (IPS, RR-2018) has been posted as SSP, Cachar. These movements are in line with the state’s commitment to cadre rotation and institutional agility, ensuring that leadership remains dynamic and responsive.

Balancing Development and Security Objectives

The reshuffle serves a dual purpose: strengthening policing infrastructure in border and insurgency-prone districts, while also aligning officer placements with broader developmental goals. As Assam navigates evolving security concerns and inter-district tensions, the reassignments signal a forward-looking approach to governance and public safety.

Immediate Implementation and Anticipated Outcomes

The changes, formalized under notification No. eCF-247067/102, are effective immediately. With new appointments across urban centers like Guwahati and key administrative hubs such as the Assam Police Headquarters, the government expects enhanced coordination, quicker decision-making, and improved community engagement.

Strategic Renewal Through Targeted Transfers

This reshuffle highlights Assam’s ongoing efforts to revitalize its administrative machinery. Beyond mere positional shifts, the focus is on reinforcing leadership accountability, ensuring geographic relevance, and fostering institutional resilience. In the months ahead, the effectiveness of these transitions will be measured by operational continuity, public trust, and the ability of officers to adapt to their new roles.
