Move Strengthens Bihar’s Administrative Capacity and Recognizes Long-Standing Service Excellence
In a notable administrative milestone, the Department of Personnel and Training (DoPT) has approved the elevation of nineteen officers from the Bihar Administrative Service (BAS) to the Indian Administrative Service (IAS), marking their formal induction into the Bihar IAS cadre for the year 2024. The promotion order, issued by the Ministry of Personnel, Public Grievances and Pensions, formalizes their inclusion following due consultation with the Government of Bihar.
Presidential Approval and Legal Framework
The official notification specifies that the President of India has sanctioned these appointments under the IAS (Recruitment) Rules, 1954, and the IAS (Appointment by Promotion) Regulations, 1955. These promotions aim to fill existing vacancies in the Bihar IAS cadre, ensuring continuity in leadership and strengthening the state’s administrative machinery.

Arvind Kumar, Pramod Kumar, Vinay Kumar, Abhay Kumar Singh, Rajiv Kumar Singh, Amit Kumar, Seema, Dr. Mahendra Pal, Rashid Kaleem Ansari, Mohammad Mumtaz Alam, Vijay Kumar, Sushant Kumar, Manoj Kumar Rajak, Ram Kumar Poddar, Rajesh Parimal, Raj Mohan Jha, Rajiv Ranjan Prabhakar, Dhananjay Kumar, and Rakesh Kumar.
All the officers will now serve in the Bihar IAS cadre and will undergo a probationary period in accordance with standard service regulations before assuming full responsibilities.
