Two-Day National Training Session Gears Administrators for NAKSHA Pilot Rollout
The Department of Land Resources (DoLR), in association with the Lal Bahadur Shastri National Academy of Administration (LBSNAA), has launched a two-day national workshop titled “Training-cum-Workshop on NAKSHA” for District Collectors and Magistrates. The event, being held on October 27–28, 2025, at the B. N. Yugandhar Centre for Rural Studies (BNYCRS), LBSNAA, Mussoorie, seeks to prepare top district administrators for the upcoming pilot phase of the NAKSHA programme across 28 states and 3 Union Territories.
Strengthening Administrative Preparedness for NAKSHA
The NAKSHA (National Geospatial Knowledge-based Survey of Urban Habitations) initiative aims to transform India’s urban land governance through advanced GIS-based mapping and digital record management. The workshop’s agenda focuses on building both technical proficiency and institutional capacity among senior field officers.
Inaugural Session and Key Presentations
The training programme will open with an address by Dr. Bagadi Gautham, Director of BNYCRS, followed by a keynote speech by Mr. Manoj Joshi, Secretary, DoLR. Mr. Kunal Satyarthi, Joint Secretary, DoLR, will present a detailed overview of NAKSHA’s objectives, methodologies, and implementation framework before the commencement of the technical modules.
Advanced GIS and Survey Methodology Sessions
Hands-on sessions, led by Mr. S. K. Sinha, Additional Surveyor General of India, will delve into spatial data acquisition, digital workflows, and geospatial integration techniques. Participants will also experience a live demonstration of the NAKSHA Web-GIS portal, conducted by MPSEDC, showcasing real-time mapping, data entry, and analysis capabilities.
State Experiences and Knowledge Sharing
Representatives from Gujarat, Andhra Pradesh, Karnataka, Kerala, Assam, and Madhya Pradesh will share state-level insights and case studies, illustrating innovative models and on-ground challenges encountered during initial NAKSHA deployments.
Governance, Legal, and Policy Perspectives
The workshop also features sessions on the administrative, regulatory, and legal underpinnings of the land governance reforms. Shri N. K. Sudhanshu (DG, YASHADA) and Shri S. Chockalingam (CEO, Maharashtra) will guide participants through policy alignment, rule-making procedures, and institutional coordination essential for urban land management modernization.
Field Demonstration and Validation Exercise
The concluding day will feature a ground-truthing exercise by the Survey of India, allowing participants to observe field-based data validation and spatial verification processes — critical components for ensuring accuracy in land records and ownership mapping.
