In a sweeping overhaul of the Himachal Pradesh Police Department, the state government has implemented one of its largest transfer exercises to date, shifting 77 officers across various ranks — including 15 IPS and 62 HPPS officers. The move reshuffles leadership at both senior and district levels, with significant changes among Superintendents of Police and key command positions.

The transfer orders were officially released by Officiating Chief Secretary Sanjay Gupta, signaling a major administrative reshuffle aimed at strengthening the state’s law enforcement machinery.

🔹 Key IPS-Level Transfers and Promotions

Abhishek Trivedi (1996 batch) has been appointed ADGP (Prisons and Correctional Services), Shimla, moving from his previous role as ADGP (Law and Order).

Prem Kumar Thakur, previously IGP (Armed Police and Training), has been posted as IGP, Police Academy, Training and Research, Shimla.

Bimal Gupta, IGP (State Vigilance & Anti-Corruption Bureau), will now hold additional charge as Principal, Police Training College (PTC).

Soumya Sambasivan, DIG (Northern Range), has been given additional charge as Principal, PTC Daroh.

Other important transfers include:

Dr. DK Chaudhary → DIG, Cyber Crime, Dharamshala

Anupam Sharma → DIG, Cyber Crime, Shimla

Ranjana Chauhan → DIG, Leave Reserve, Human Rights Commission

Abhishek Yadav → AIG, PHQ Shimla

Abhishek S. → SP, Law & Order, PHQ Shimla

Atithi Singh → SP, Vigilance, Dharamshala

Ashok Rattan (2015 IPS): From SP Nurpur (additional charge SP Kangra) → SP Kangra (Regular)

Kulbhushan Verma (2008 HPPS): From SP SV & ACB, Mandi Zone → SP Nurpur

Madan Lal (2006 HPPS): From Commandant Home Guards, Mandi → SP Kullu

Sushil Kumar (2007 HPPS): From SP Leave Reserve, PHQ → SP Kinnaur

Vijay Kumar (2007 HPPS): → SP Chamba

Balbir Singh (2007 HPPS): → SP Hamirpur

A large number of Himachal Pradesh Police Service (HPPS) officers have been moved to new postings, including:

Dinesh Kumar → ASP, CID Shimla

Badri Singh → ASP, IRB 2 Sakoh

Sagar Chandra → ASP, IRB 6 Dhaulakuan

Narendra Kumar → ASP, Nahan

Renu Kumari → ASP, ANTF Kangra

Navdeep Singh → ASP, CID Shimla

Taranjit Singh → ASP, Vigilance Bilaspur

(Dozens of DSPs and SDPOs have also been reassigned across districts, vigilance units, and training battalions.)

🔹 Historic Step: Six HPPS Officers Appointed as District SPs

In a landmark decision, the Sukhu-led government has simultaneously appointed six Himachal Pradesh Police Service (HPPS) officers as Superintendents of Police (SPs) across various districts — a move aimed at empowering local officers and strengthening the state cadre.

This initiative marks a significant policy shift, as similar promotions in the past — such as DW Negi’s appointment as SP Shimla (2014–17) — had sparked debate within the IPS hierarchy. The government’s current decision underscores its intent to promote talent from within the state’s own police service.

Objective Behind the Reshuffle

The large-scale reshuffle is seen as a step to improve administrative efficiency, enhance coordination, and boost accountability within the state police. It aligns with the government’s broader agenda to rejuvenate policing in Himachal Pradesh by balancing experience with regional representation.
