Centre Announces Key Personnel Decisions: IPS Manav Verma Appointed SP in NIA, IAS Latha Ganapathy Repatriated to Tamil Nadu Cadre

New Delhi: The Central Government has issued two significant personnel orders this week, involving senior officers from the Indian Police Service (IPS) and the Indian Administrative Service (IAS). These decisions reflect both strategic redeployment at the national level and premature repatriation on personal grounds.

IPS Manav Verma to Join NIA as Superintendent of Police

The Ministry of Home Affairs (MHA) has approved the appointment of Manav Verma, a 2015-batch IPS officer of the Himachal Pradesh cadre, as Superintendent of Police (SP) in the National Investigation Agency (NIA). The order, dated Monday, November 17, 2025, specifies that his induction is against an existing vacancy and will be governed by the standard terms and conditions applicable to officers on central deputation.

The Home Ministry has directed the Himachal Pradesh government to relieve Mr. Verma immediately, ensuring that he can assume his new responsibilities at the Centre without delay.

Transition from State Policing to National Counter-Terror Operations

Prior to this posting, Mr. Verma had been placed on compulsory waiting at the Police Headquarters in Shimla since November 5, 2025. Earlier, he served as Assistant Inspector General (AIG) of Police at the same headquarters. His move to the NIA marks a major shift from state-level policing and administrative duties to national-level investigation and counter-terrorism operations, underscoring the Centre’s confidence in his capabilities.

IAS Latha Ganapathy Prematurely Repatriated to Tamil Nadu Cadre

In a parallel development, the Department of Personnel and Training (DoPT) has approved the premature repatriation of Latha Ganapathy, a 2007-batch IAS officer of the Tamil Nadu cadre, to her parent cadre. The order, issued on Tuesday, November 18, 2025, was based on a proposal from the Department of Social Justice & Empowerment citing personal grounds.

The repatriation order also includes an extended cooling-off condition, in line with the rules governing central deputation, thereby regulating her eligibility for future postings at the Centre.

Career Timeline at the Centre

Ms. Ganapathy’s tenure in central ministries has been marked by several important assignments:

Director, Ministry of Health & Family Welfare — Appointed in August 2022, assumed charge on October 2, 2022.

Joint Secretary (post-empanelment) — Elevated in August 2024 within the same ministry.

Joint Secretary, Department of Social Justice & Empowerment — Appointed on May 28, 2025, with a tenure originally scheduled to run until October 2, 2027.

Her repatriation comes nearly two years ahead of schedule, curtailing her approved deputation period at the Centre.

Strategic Implications

While Mr. Verma’s induction into the NIA strengthens the agency’s operational capacity in handling sensitive investigations and counter-terror initiatives, Ms. Ganapathy’s repatriation reflects the government’s responsiveness to personal considerations within the framework of service rules.
