Bihar Promotes Three Senior IAS Officers to Apex Pay Scale; Anand Kishor, Senthil Kumar & H.R. Srinivasa Elevated as Additional Chief Secretaries
The Bihar government has approved the elevation of three senior IAS officers from the 1996 batch to the prestigious Apex Pay Scale, officially designating them as Additional Chief Secretaries from January 1, 2026. The decision was taken on Monday, November 25, 2025.
The officers who received the promotion are:
Anand Kishor, Principal Secretary, Finance Department
K. Senthil Kumar, Principal Secretary, Planning & Development Department
H. R. Srinivasa, Principal Secretary, Backward Classes & Extremely Backward Classes Welfare Department
Profile: Anand Kishor (IAS 1996 – Bihar Cadre)
Anand Kishor, currently heading the Finance Department as Principal Secretary, is a 1996-batch IAS officer who achieved an impressive All India Rank 8 in the UPSC exam. He holds both B.Tech and M.Tech degrees in Electrical Engineering. Over the years, he has served in several key roles, including District Magistrate of Nalanda. Alongside his administrative responsibilities, he also serves as the Chairman of the Bihar School Examination Board. In 2022, he received widespread attention when a video of a judge criticising his attire in court went viral, crossing more than one million views.

Senthil Kumar, an engineering graduate with a B.E. and M.E. in Power Systems Engineering, has held important administrative postings across various departments in Bihar. He is currently serving as the Principal Secretary in the Planning & Development Department. Known for his language skills, he is fluent in both English and Tamil.

H. R. Srinivasa, who holds a B.E. degree in Electronics, is presently the Principal Secretary of the BC & EBC Welfare Department. His administrative career includes several notable assignments, and he is particularly recognised for his role as Bihar’s Chief Electoral Officer in 2018. Previously, he has served in crucial finance and revenue positions such as Secretary, Finance (Resources), and Secretary, Revenue Board.
