The Government of India has officially inducted two officers from Odisha’s Non-State Civil Services (NSCS) into the Indian Administrative Service (IAS). The announcement was made on Friday by the Department of Personnel & Training (DoPT) under the Ministry of Personnel, Public Grievances and Pensions. The appointment order will also be published in the Gazette of India.
How the Appointments Were Made
These inductions were carried out under three key rules:
IAS Recruitment Rules, 1954
IAS Appointment by Selection Regulations, 1997
IAS Probation Rules, 1954
The officers have been selected for the IAS Select List of 2024, based on vacancies that arose between January 1 and December 31, 2024. The selection was made in consultation with the Odisha State Government.
Names of the Officers Inducted into IAS
The two officers from the NSCS who have been appointed to the IAS are:
Sundara Madhaba Padhi (Born: July 20, 1979)
Smita Pani (Born: December 22, 1974)
Both have been placed on probation until further instructions and have been assigned to the Odisha Cadre under Rule 5(1) of the IAS Cadre Rules, 1954.
Next Steps for Odisha Administration
The Central Government has asked the Chief Secretary of Odisha to:
Forward the appointment notification to the newly inducted officers
Send proposals for their seniority and year of allotment, as per IAS Seniority Rules
Why This Induction Is Important
This move reflects the government’s commitment to recognizing merit, experience, and administrative capability. By inducting officers from Non-State Civil Services into the IAS, the Centre gives capable state-level officers a chance to contribute to governance at a national standard.
Both Padhi and Pani are expected to bring valuable experience and strengthen the administrative machinery of Odisha as they begin their IAS careers.
