Tripura Chief Engineer Sagar Shobhan Debnath Elevated to IAS Through Non-State Civil Service Route, Gazette Notified
Tripura has marked a significant administrative achievement with the elevation of senior engineer Sagar Shobhan Debnath to the Indian Administrative Service (IAS) under the Non-State Civil Service (Non-SCS) category. The appointment underscores recognition of long-standing professional merit and outstanding public service outside the conventional state civil services framework.
Currently serving as Chief Engineer in Tripura’s Rural Development Department, Debnath has been empanelled for induction into the IAS following approval by the Government of India. His appointment has been formally confirmed through an official Gazette notification issued on December 1, 2025.
According to the notification, Debnath’s name features in the IAS Select List 2024 under the Non-SCS quota. The select list was finalised on October 16, 2025, subsequently cleared by the competent authority on November 25, 2025, and published in the Gazette on December 1, completing the statutory process for his induction into the country’s premier administrative service.
Non-SCS Route: Recognition Beyond Conventional Civil Services
The Non-State Civil Service category is a special provision that enables induction of exceptionally capable officers from technical and departmental services into the IAS. These officers do not belong to the regular State Civil Services but are considered based on sustained excellence, leadership qualities, integrity, and a proven track record in public administration.
In Debnath’s case, the Tripura government recommended his candidature after a detailed assessment of his service career. Following this, the Department of Personnel and Training (DoPT), functioning under the Ministry of Personnel, Public Grievances and Pensions, examined the proposal and accorded final approval. His appointment fills an IAS vacancy allotted to the Tripura cadre.
Professional Background and Academic Credentials
Sagar Shobhan Debnath hails from Kalyani in Agartala and comes from a family deeply associated with the education sector. He is the son of Ranjit Kumar Debnath, a former Director of School Education, and Jyotsna Rani Debnath, who served as a teacher before retirement.
Academically, he completed his Higher Secondary education in 1989 from Netaji Subhas Vidyaniketan. He later pursued engineering and earned a Bachelor of Technology degree from Tripura Engineering College in 1993. Soon after, he joined the Rural Development Department of the Tripura government, where he built a reputation for technical proficiency, administrative acumen, and commitment to grassroots development.
Over the years, Debnath progressed steadily through various responsible positions, eventually assuming charge as Chief Engineer. His work has been closely associated with rural infrastructure, development planning, and execution of key government programmes.
