UPSC CSE 2024 Cadre Allocation: Uttar Pradesh Tops the List as AIR 1 Shakti Dubey Gets Home Posting, State Receives a Major Share of Top Talent

Uttar Pradesh has emerged as one of the biggest beneficiaries of the UPSC Civil Services Examination (CSE) 2024 cadre allocation, securing a large number of high-performing officers across the country. The final allocation, released after completion of the examination cycle, reflects a carefully structured process aimed at strengthening administrative capacity at both the state and national levels.

Over 1,000 Candidates Recommended for India’s Top Civil Services

The Civil Services Examination 2024 concluded with the Ministry of Personnel recommending 1,009 candidates for appointment to prestigious central services. The selected list comprises 725 men and 284 women, highlighting the continued broad-based participation of aspirants from across the country in one of India’s most competitive recruitment processes.

These candidates will join elite services such as the Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Service (IFS), and several other Group ‘A’ services that form the backbone of India’s governance and policy implementation machinery.

Structured Cadre Allocation Process Following Results

After the declaration of final results on April 22, the government initiated the cadre allocation exercise. This process is governed by a well-defined policy framework that evaluates multiple factors, including:

Insider–outsider norms designed to ensure administrative neutrality

Top Rankers Assigned Prestigious Cadres

The All India Rank 1 holder of CSE 2024, Shakti Dubey, has been allotted the Uttar Pradesh cadre, his home state. His posting is being seen as a major gain for the state, given the administrative expectations associated with a national topper.

Meanwhile, Harshita Goyal, who secured Rank 2 and hails from Haryana, has been assigned the Gujarat cadre. These allocations underline the alignment of merit, cadre preference, and administrative planning.

Several Officers Receive Home-State Postings

A significant number of candidates have been posted within their native states, allowing them to leverage their familiarity with local conditions, language, and social dynamics.

To uphold the insider–outsider principle, which is central to the civil services framework, many candidates have been allocated cadres outside their home states.

Notably, Sanoli Gautam from Uttarakhand and Rekha Siyak from Rajasthan have been posted to Uttar Pradesh. Additionally, several candidates from Tamil Nadu—including Ayush Jaiswal, Apoorva Singh, Ayush Saini, Mukul Khandelwal, and Thangaiyarasan T—have also been allotted the Uttar Pradesh cadre.

Such cross-regional postings are intended to prevent local bias, encourage objective administration, and promote a pan-India administrative outlook.
