Uttarakhand Government Orders Major IPS Reshuffle: 15 Senior Police Officers Reassigned, Tripti Bhatt Elevated as Additional Secretary (Home & Prisons)
In a wide-ranging administrative exercise aimed at reorganising the state’s policing structure, the Uttarakhand government has issued transfer and posting orders for 15 Indian Police Service (IPS) officers, reallocating responsibilities across several strategic wings of the police and home administration. The orders were released by the Home Department, with the official notification issued under the authority of Principal Secretary Shailesh Bagauli (IAS: 2002 batch).
This reshuffle is viewed as a calculated move by the Pushkar Singh Dhami-led government to improve operational efficiency, enhance inter-departmental coordination, and ensure optimal utilisation of senior police leadership across critical verticals such as prisons, fire services, intelligence, telecommunications, and armed police units.
Tripti Bhatt Elevated to Key Dual Role in Home and Prisons
Among the most prominent changes, Tripti Bhatt (IPS: 2013 batch) has been appointed Additional Secretary, Home and Prisons Department, marking her elevation to a significant policy-level role within the state administration. In addition to her secretariat responsibilities, she has also been entrusted with the charge of Superintendent of Police, Fire Service, giving her a dual administrative and operational mandate.
Fire Service and CID See Major Leadership Changes
The reshuffle has substantially altered leadership in the Fire Service and Crime Investigation Department (CID):
Neeru Garg (IPS: 2005 batch) has been transferred from the PAC and appointed Inspector General, Fire Service, placing her in charge of modernisation and emergency response preparedness.
Arun Mohan Joshi (IPS: 2006 batch) has taken over as Inspector General, CID, assuming responsibility for crime investigations and intelligence coordination.
Krishna Kumar VK has been relieved of CID duties and will now focus exclusively on Police Telecommunications, strengthening the state’s policing communication infrastructure.
Prisons, GRP, and Police Headquarters Reorganised
Several postings were also revised in departments central to internal security and administration:
Karan Singh Nagnyal (IPS: 2005, SPSSH) has been appointed Inspector General, Prisons, placing him in charge of correctional administration and prison reforms.
Mukhtar Mohsin has assumed charge as Inspector General, Government Railway Police (GRP).
Yogendra Singh Rawat (IPS: 2013 batch) has been posted as Inspector General, Personnel and Police Headquarters, overseeing human resources and internal administration.
Sunil Kumar Meena has been relieved of his GRP responsibilities as part of the restructuring.
SDRF, ATS, PAC and Field Units Get New Commanders
Operational wings handling disaster response, counter-terrorism, and armed policing have also seen changes:
Nivedita Kukreti (IPS: 2008 batch) has been transferred from Fire Services and appointed Deputy Inspector General, State Disaster Response Force (SDRF).
Ramchandra Rajguru has been posted as Superintendent of Police, Police Headquarters.
Sarita Dobal will now serve as Superintendent of Police, Anti-Terrorism Squad (ATS).
Yashwant Singh has been appointed Inspector General, IRB First, Ramnagar.
Harish Verma has taken charge as Commandant, 40th Battalion, Provincial Armed Constabulary (PAC), Haridwar.
Vimmi Sachdeva Raman has been relieved of PHQ Headquarters duties while continuing to handle Provisioning and Modernisation.
