Deputy Secretary Post in Department of Atomic Energy Re-designated as Director for IA&AS Officer Padmakar Kushwaha Under Central Staffing Scheme
The Government of India has formally approved the re-designation of the post of Deputy Secretary in the Department of Atomic Energy, which is currently held by Shri Padmakar Kushwaha, an officer of the Indian Audit and Accounts Service (IA&AS), 2012 batch. The decision has been taken by the Competent Authority following a proposal submitted by the Department of Atomic Energy.
The approval has been issued through an Office Memorandum released by the Department of Personnel and Training (DoPT), Office of the Establishment Officer, from Kartavya Bhawan-3, New Delhi, dated December 2025. The decision was examined with reference to the Department of Atomic Energy’s internal note No. 131312016-CCSI16121 dated 05 December 2025.
As per the order, the post of Deputy Secretary has been upgraded and re-designated as that of Director in the Department of Atomic Energy as a measure personal to Shri Padmakar Kushwaha. The re-designation will take effect from 01 January 2026 or from the actual date on which the officer assumes charge of the re-designated post, whichever occurs later.
The tenure of the Director-level post will remain valid up to 19 August 2029, thereby completing the maximum admissible tenure of five years under the Central Staffing Scheme. The order clearly specifies that the re-designation does not amount to a general cadre restructuring and is limited exclusively to the officer concerned.
It has also been clarified that Shri Padmakar Kushwaha’s central deputation tenure commenced with effect from 20 August 2024. The upgraded assignment as Director in the Department of Atomic Energy will be counted within this approved central deputation period and will be governed by the provisions and conditions of the Central Staffing Scheme.
The Office Memorandum has been issued under the signature of Ms. Annies Kanmani Joy, Deputy Secretary to the Government of India. Copies of the order have been forwarded to the concerned Ministers’ offices, the Department of Expenditure, and senior officials within the Department of Personnel and Training for information and necessary action.
