Telangana Government Entrusts IAS Officer D. Krishna Bhaskar with Additional Charge as CMD of SCCL After Completion of N. Balram’s Deputation

In a significant administrative decision aimed at ensuring leadership continuity at one of India’s most important coal public sector undertakings, the Telangana government has appointed senior IAS officer D. Krishna Bhaskar (IAS: 2012, Telangana cadre) as the Chairman and Managing Director of Singareni Collieries Company Limited (SCCL), Hyderabad, on a full additional charge basis.

The decision was taken on Tuesday, December 16, 2025, following the conclusion of the extended deputation tenure of N. Balram (IRS-C&IT: 2010), which came to an end on December 4, 2025. With the completion of his deputation period, N. Balram has been relieved of his responsibilities in the state and has returned to his parent cadre, prompting the state government to make an interim leadership arrangement at SCCL.

D. Krishna Bhaskar, who is presently serving as the Chairman and Managing Director of the Transmission Corporation of Telangana (TRANSCO), has been entrusted with the additional responsibility of heading SCCL until further orders are issued. In addition to these roles, he also serves as Special Secretary to Deputy Chief Minister Mallu Bhatti Vikramarka, placing him at the center of key administrative and policy coordination in the state.

Leadership Transition at Singareni Collieries

Prior to this development, N. Balram was holding the post of Director (Finance) at SCCL and was assigned the full additional charge of CMD in January 2024. This arrangement followed the superannuation of the then CMD, N. Sridhar (IAS: 1997, Telangana cadre), who retired from service on December 31, 2023. N. Balram continued in the dual role as part of an extended deputation arrangement with the Telangana government, which formally concluded earlier this month.

The transition in leadership comes at a strategically important juncture for SCCL, which remains a cornerstone of coal production and energy supply in India. The Telangana government has expressed confidence that D. Krishna Bhaskar’s administrative acumen and experience in managing large infrastructure organizations will help ensure operational stability and effective governance at the company during this period.

Profile of D. Krishna Bhaskar

An officer of the 2012 batch of the Indian Administrative Service, D. Krishna Bhaskar has held several prominent assignments within the Telangana administration. His previous roles include serving as District Collector of Rajanna Sircilla and Siddipet districts, where he was responsible for district-level governance and development initiatives. He has also functioned as Special Secretary to Deputy Chief Minister Mallu Bhatti Vikramarka, gaining extensive exposure to policy formulation and high-level decision-making.

At present, as CMD of Telangana Transco, Krishna Bhaskar oversees the state’s electricity transmission network, providing him with substantial experience in managing complex technical operations, large workforces, and financially significant public sector entities. His appointment to lead SCCL is expected to support the company’s strategic objectives and maintain continuity in leadership.
