MHA Clears Selection Grade Promotion for 33 AGMUT Cadre IAS Officers; Four on Central Deputation Granted Proforma Elevation

In a significant кадров-related decision, the Union Ministry of Home Affairs (MHA) has approved the promotion of 33 Indian Administrative Service (IAS) officers of the AGMUT cadre to the Selection Grade, marking a key milestone in their administrative careers. The promotion order, issued on Friday, covers officers currently serving within the AGMUT cadre as well as those posted on central deputation.

Out of the total, 29 officers presently serving in the AGMUT cadre have been granted regular promotion to the Selection Grade, while four officers posted on central deputation have been accorded proforma promotion, in line with established service rules.

Effective Date of Promotions

According to the official notification, the promotions will come into force from the dates individually specified against each officer’s name, or from the date on which the officer actually assumes charge in the Selection Grade, whichever occurs later.

In the case of Phunchu Norbu Thungon and Sumedha Yadav of the 2012 batch, the Ministry has approved notional promotion with effect from 1 January 2025. However, the financial and service-related benefits linked to the Selection Grade will become applicable only from the date they formally take charge of the promoted post.

For the remaining officers, largely belonging to the 2013 batch, the Selection Grade will be granted with effect from 1 January 2026, or from the date of assumption of charge, as applicable.

Significance of Selection Grade in the IAS

The Selection Grade represents a crucial advancement in the IAS career structure and is generally awarded after 14 to 16 years of service, subject to vigilance clearance and performance benchmarks. Officers in this grade are entrusted with high-level administrative, policy-making, and leadership responsibilities at both the central and state levels. They often head major departments, oversee complex governance portfolios, and play a decisive role in shaping public policy and administrative reforms.
