Andhra Pradesh Appoints Retired IAS Officer Sonti Venkata Ratna Srinivas as Managing Director of Amaravati Growth and Infrastructure Corporation
The Government of Andhra Pradesh has appointed retired Indian Administrative Service (IAS) officer Sonti Venkata Ratna Srinivas as the Managing Director (MD) of the Amaravati Growth and Infrastructure Corporation Limited (AGICL), a Special Purpose Vehicle (SPV) constituted to drive large-scale, high-impact development initiatives in the Amaravati capital region.
The appointment was officially notified through Government Order (G.O.) Rt. No. 1478, issued on 16 December 2025 by S. Suresh Kumar, Principal Secretary, Municipal Administration and Urban Development (MA&UD). The order also confers delegated powers upon the Managing Director to ensure functional independence and operational flexibility for AGICL in executing its mandate.
AGICL: A Strategic Vehicle for Amaravati’s Development
AGICL has been established as the third dedicated agency to fast-track the development of Amaravati, working in coordination with existing institutions. While the Andhra Pradesh Capital Region Development Authority (APCRDA) functions as the statutory planning and regulatory authority, and the Amaravati Development Corporation (ADC) oversees general infrastructure development, AGICL has been created to focus specifically on special, high-value, and transformative projects.
The corporation has been incorporated under the Companies Act, 2013, and is governed by a Board of Directors headed by the Principal Secretary, MA&UD, as the Non-Executive Chairman, along with five Directors. During its first Board meeting held on 2 December 2025, the Board unanimously recommended the appointment of a full-time Managing Director to provide focused leadership for planning, execution, and management of special projects.
Mandate and Powers of the Managing Director
Under the provisions of the government order, the Managing Director of AGICL has been entrusted with extensive responsibilities and decision-making authority. These include the preparation of Detailed Development Plans (DDPs) for special projects in alignment with the approved master plan, and the design, implementation, operation, and maintenance of city-level services, subject to approvals from the APCRDA.
The MD is also empowered to identify and appoint developers, contractors, and operators, structure and supervise public-private partnership (PPP) models, and manage the collection of development charges, lease rentals, and user fees. In addition, the role involves mobilising financial resources through market instruments as well as government funding.
AGICL’s mandate further extends to the development of trunk infrastructure and the provision of core urban services such as transport systems, power supply, water and sewerage networks, solid waste management, and information and communication technology (ICT) services. The corporation will also facilitate the creation of social infrastructure, including healthcare facilities, educational institutions, sports complexes, and entertainment hubs. To achieve global standards, the MD is authorised to engage professional and technical expertise from the open market, with the objective of building AGICL into a world-class public-sector agency.
Assumption of Charge
Mr. Srinivas formally assumed charge on Wednesday, 17 December 2025, at his office located in the APCRDA building in Vijayawada. The establishment of AGICL and the appointment of an experienced former civil servant at its helm are expected to accelerate the execution of high-impact projects in Amaravati, ensuring structured urban development while advancing the vision of the city as a modern, smart, and globally competitive capital.
