IAS officer Aishvarya Singh, a 2008-batch civil servant, has been designated as the Special Roll Observer for Kerala to supervise the Special Intensive Revision (SIR) of electoral rolls, a crucial exercise being undertaken ahead of the publication of the draft voter lists scheduled for December 23, 2025. Her appointment underscores the Election Commission’s focus on maintaining precision, transparency, and inclusivity in the voter enumeration process.
Comprehensive Review of SIR in Thiruvananthapuram
As part of her official responsibilities, Ms. Singh conducted an extensive review of SIR-related activities in Thiruvananthapuram district on December 20, 2025. During this assessment, she closely examined the completion status and quality of the enumeration work to ensure that data collection was carried out accurately and without procedural lapses.
In addition to reviewing administrative preparedness, she also attended a consultative meeting with representatives of various political parties. This interaction was organised by Kerala Chief Electoral Officer Rathan U. Kelkar, with the objective of addressing political stakeholders’ concerns regarding voter inclusion, data verification, and the overall integrity of the electoral rolls.
District-Wise Monitoring to Strengthen Electoral Integrity
The Special Roll Observer’s engagement is not limited to the state capital. Ms. Singh is undertaking a structured district tour to monitor SIR implementation across Kerala:

During these district visits, she is scheduled to:
Hold detailed discussions with district election officials and field-level staff
Interact with representatives of recognised political parties
Evaluate safeguards put in place to prevent errors, exclusions, or duplications in the voter database
These interactions aim to reinforce confidence in the electoral revision process and ensure that eligible voters are neither omitted nor wrongly categorised.
Draft Electoral Rolls to Be Published on December 23
The enumeration phase of Kerala’s Special Intensive Revision formally concluded on December 18, 2025. With the draft electoral rolls set to be released on December 23, the role of the Special Roll Observer becomes particularly significant. Her oversight is intended to guarantee that the final rolls reflect an accurate and credible representation of the electorate, in line with the Election Commission’s guidelines.
