Bihar Government Carries Out Massive IAS–IPS Reshuffle: 92 Officers Shifted in Major Governance and Policing Overhaul; Deepak Mishra Named Mission Director, Bihar Vikas Mission

In one of the most extensive administrative exercises in recent years, the Bihar government has implemented a sweeping bureaucratic and police reorganisation, transferring a total of 92 senior officers, including 21 Indian Administrative Service (IAS) officers and 71 Indian Police Service (IPS) officers, across key positions throughout the state. The large-scale reshuffle has been undertaken to reinforce governance systems, improve administrative coordination, and intensify law-and-order management in urban as well as rural regions.

The realignment affects major district administrations, municipal corporations, police ranges, and specialised law-enforcement units. Officials confirmed that the transfers were finalised after a comprehensive review of district-level performance and institutional requirements, with the objective of placing experienced officers in strategically critical roles.

Key IAS Reassignments Across Municipal and District Administrations

Under the administrative restructuring, a large number of IAS officers serving as Deputy Development Commissioners (DDCs), Zila Parishad Chief Executive Officers, Municipal Commissioners, Town Commissioners and Sub-Divisional Officers (SDOs) were repositioned. The move also accommodated officers who were awaiting fresh postings.

Prominent IAS Appointments

Sameer Saurabh, formerly DDC and Zila Parishad CEO, Patna, has been appointed Managing Director, COMFED, Patna.

Deepak Kumar Mishra, previously Commissioner, Biharsharif Municipal Corporation, has been elevated to Joint Secretary in the Chief Minister’s Office (CMO), Patna, and has additionally been entrusted with the charge of Mission Director, Bihar Vikas Mission, placing him at the helm of one of the state’s most significant development frameworks.

Abhishek Palasia, DDC and Zila Parishad CEO, Khagaria, has been posted as Town Commissioner, Gaya Municipal Corporation.

Kumar Nishant Vivek, DDC and Zila Parishad CEO, Gopalganj, has taken over as Town Commissioner, Biharsharif Municipal Corporation (Nalanda).

Shubam Kumar, former Commissioner of Bhagalpur Municipal Corporation, has been appointed DDC and Zila Parishad CEO, Nalanda.

Shivakshi Dikshit, earlier Commissioner, Munger Municipal Corporation, has been posted as Town Commissioner, Bettiah Municipal Corporation, West Champaran.

Extensive Administrative Rotation Across Key Districts

The reshuffle has triggered wide-ranging movements of IAS officers across major districts such as Purnia, Motihari, Bhagalpur, Gopalganj, West Champaran, Kaimur, Saharsa, Muzaffarpur, Patna Sadar, Katihar, Naugachhia and Sheikhpura. Senior officials stated that this redistribution of administrative leadership is designed to strengthen grassroots governance and enhance the execution of welfare and infrastructure schemes.

71 IPS Officers Shifted in Statewide Police Reorganisation

Alongside the IAS reshuffle, the state government ordered the transfer of 71 IPS officers across all hierarchical levels, from Director General to Superintendent of Police, covering 38 districts and specialised law-enforcement units.

Major IPS Appointments at the Apex Level

Prita Verma (1991 batch) has been appointed Chairperson-cum-Managing Director of the Bihar Police Building Construction Corporation.

Kundan Krishnan has assumed charge as Director General, Special Task Force (STF) and Special Branch.

Sunil Kumar, earlier serving as ADG, Special Branch, has been designated Additional Director General (Headquarters).

R. Malar Viji, ADG and Director of the Bihar Police Academy, has been given additional charge as ADG, Bihar Special Armed Police (BSP).

Senior officials stated that the comprehensive reshuffle aims to reinforce policing capabilities, sharpen administrative efficiency, improve coordination between civil and police authorities, and ensure faster delivery of public services. The government expects the changes to produce measurable improvements in urban governance, crime control, infrastructure execution and welfare implementation across Bihar.
