Department of Economic Affairs Nominee Assigned 4-Year Central Deputation in Delhi
The Government of India has approved the appointment of Shri Gaurav Katiyar, Indian Economic Service (IES) officer of the 2013 batch, as Deputy Secretary in the NITI Aayog, marking a significant step in his central deputation career.
Katiyar, whose name was proposed by the Department of Economic Affairs, has been empanelled under the Central Staffing Scheme and will serve in the national policy think tank for a tenure of four years from the date he formally assumes charge, or until further orders, whichever occurs earlier.
Immediate Relieving Ordered
As per the official appointment directive, Shri Katiyar has been instructed to be relieved of his current responsibilities with immediate effect to enable him to report to his new posting in NITI Aayog, New Delhi, without delay.
Government authorities have emphasized that the timely joining of the post is mandatory, in line with the norms laid down by the Appointments Committee of the Cabinet (ACC).
Strict Joining Deadline Under ACC Norms
According to the Department of Personnel and Training (DoP&T) Circular No. 3/4/2004-EO (MM-I) dated August 17, 2005, officers appointed under the Central Staffing Scheme are required to assume charge within three weeks of the issuance of the DoP&T appointment order.
Failure to comply with this joining timeline will trigger debarment proceedings under the Central Staffing Scheme, which may adversely impact future central deputation opportunities of the concerned officer.
Strengthening NITI Aayog’s Policy Framework
The induction of Shri Gaurav Katiyar into the NITI Aayog is expected to further reinforce the institution’s analytical and policy-planning capabilities. With his professional background in economic affairs, Katiyar is likely to contribute significantly to national development strategies, fiscal policy formulation, and evidence-based governance.
Importance of the Appointment
This appointment reflects the government’s continued focus on strengthening India’s policy think tank with technically qualified and experienced officers. The move also underscores the increasing role of domain specialists within NITI Aayog for driving long-term developmental planning and inter-sectoral coordination.
