The Department of Personnel and Training (DoPT) has formally approved the re-designation of Indian Administrative Service (IAS) officer Vishal Gupta (IAS:2012:GJ) as Private Secretary at the Director level to the Union Minister for Culture and Tourism, Gajendra Singh Shekhawat. This decision represents a notable advancement in his career within the central government structure, underscoring the trust placed in his administrative expertise.

Official Notification Issued by DoPT

The re-designation was sanctioned by the competent authority and communicated through an official order released by the DoPT on Tuesday, January 20, 2026. According to the notification, the position of Private Secretary, which Gupta previously held at the Deputy Secretary level, has now been upgraded to the Director level. This change reflects a significant enhancement in his responsibilities while continuing in the same ministerial assignment.

Tenure and Conditions of the Appointment

As per the DoPT order, the upgraded Director-level designation will come into effect from the date Vishal Gupta formally assumes charge in his new capacity. The tenure of this appointment has been set to remain valid until June 5, 2030.

However, the order also outlines specific conditions governing the appointment. The tenure will operate on a co-terminus basis with the Minister, meaning it will remain valid only as long as Gupta continues to serve as Private Secretary to the Union Minister for Culture and Tourism, or until further instructions are issued, whichever occurs earlier.

Officer Profile and Cadre Background

Vishal Gupta belongs to the Gujarat cadre and is a 2012-batch IAS officer. Over the course of his career, he has undertaken diverse administrative responsibilities at the state level before transitioning to central deputation. His professional journey reflects a consistent record of service and competence in handling complex administrative assignments.

Central Deputation Since June 2025

Gupta commenced his central deputation on June 6, 2025. Since then, he has been serving as Private Secretary to Union Minister Gajendra Singh Shekhawat in the Ministry of Culture and Tourism. The latest re-designation to the Director level highlights the government’s confidence in his performance and his ability to contribute effectively to the functioning of the Ministry at the national level.

Importance of the Re-Designation

The elevation from Deputy Secretary to Director level is regarded as a significant administrative upgrade. It not only enhances Gupta’s role but also places him in a position of greater responsibility in terms of policy coordination, ministerial support, and decision-making processes. Within the Ministry of Culture and Tourism, this re-designation is expected to strengthen the administrative framework and improve efficiency in handling critical matters of governance.
