Madhya Pradesh Undertakes Major Bureaucratic Reshuffle: 26 IAS Officers Transferred, Shiv Shekhar Shukla Appointed Revenue Board Chairman
Madhya Pradesh has witnessed a sweeping administrative reorganisation with the transfer of as many as 26 Indian Administrative Service (IAS) officers. The orders were issued by Chief Secretary Anurag Jain through the General Administration Department (GAD). Significantly, the transfer list was made public on Sunday, January 18—despite the day being a holiday—underscoring both the urgency and the importance attached to these changes.

The GAD notification encompasses senior as well as mid-level IAS officers, many of whom have been entrusted with critical departments and additional responsibilities. Among the prominent names in the list are Shiv Shekhar Shukla, Umakant Umrao, Shobhit Jain, and John Kingsley, each of whom has been assigned strategically important roles in the new administrative framework.
Shiv Shekhar Shukla Elevated as Revenue Board Chairman
In one of the most consequential changes, 1994 batch IAS officer Shiv Shekhar Shukla has been relieved of his additional charge as Additional Chief Secretary for Culture and Tourism, Religious Trusts and Endowments, and the Home Department. He has now been appointed Chairman of the Revenue Board. This posting is widely regarded as a major shift at the apex of the state’s administrative hierarchy.
Umakant Umrao Relieved of Mineral Resources
IAS officer Umakant Umrao (1996 batch) has been relieved of his responsibilities in the Mineral Resources Department. However, he continues to serve as Principal Secretary in the Animal Husbandry and Dairy Department, thereby retaining a pivotal role in the state’s governance structure.
Dilip Yadav’s New Posting Within 16 Days
2014 batch IAS officer Dilip Yadav, who was recently removed from his position as Municipal Commissioner of Indore following the contaminated drinking water incident, has been given a new posting within just 16 days. He has now been appointed Managing Director of the Madhya Pradesh State Tourism Development Corporation (MPSTDC).
After his removal from Indore, Yadav was briefly posted in Bhopal as Deputy Secretary in the Panchayat and Rural Development Department. Meanwhile, 2014 batch IAS officer Kshitij Singhal has been appointed as the new Commissioner of Indore Municipal Corporation.
Key Appointments in Energy and Power Sector
IAS officer Vishesh Gadpale (2008 batch) has been entrusted with multiple high-level responsibilities in the energy sector. His new roles include:

IAS officer Tarun Rathi (2010 batch) has been transferred from his role as Commissioner, Health Services, Bhopal, and appointed Commissioner, Tribal Development, Bhopal. Shobhit Jain Assigned Principal Secretary Rank
IAS officer Shobhit Jain has been elevated from his previous role as Secretary, Food Department, to Principal Secretary, Animal Husbandry Department. This appointment reflects the government’s confidence in his administrative acumen and leadership capabilities.
