Administrative Elevation: Minhaz Ahmad, IOFS, Re-designated as Director in Ministry of Labour & Employment

In a significant move within the central administrative hierarchy, the Competent Authority has formally sanctioned the re-designation of Shri Minhaz Ahmad, IOFS (2012), within the Ministry of Labour & Employment. Formerly serving in the capacity of Deputy Secretary, Shri Ahmad has been elevated to the rank of Director as a measure personal to him.

Details of the Re-designation and Tenure

The promotion follows an official proposal from the Ministry of Labour & Employment to upgrade the position held by the 2012-batch Indian Ordnance Factories Service (IOFS) officer. Key aspects of the order include:

Effective Date: The re-designation takes effect from the date Shri Ahmad formally assumes charge of the newly upgraded post.

Total Admissible Tenure: Under the Central Staffing Scheme (CSS), his total tenure is sanctioned for a five-year period.

Expiry Date: Shri Ahmad is authorized to hold the post of Director until June 15, 2030, or until further orders from the government, whichever occurs earlier.

Background and Career Trajectory

Shri Minhaz Ahmad transitioned to central deputation on June 16, 2025. His elevation to the Director grade reflects a recognition of his administrative contributions within the Ministry, which is currently spearheading critical reforms in labour codes, social security, and employment generation.

By re-designating the post “as a measure personal to him,” the government ensures the officer receives the seniority and benefits associated with the Director rank without necessitating a vacancy in a pre-existing Director-level post.

This move is consistent with the Department of Personnel and Training (DoPT) protocols that allow for the promotion of meritorious officers while they are serving on deputation at the Center.
