ACC Appoints K. M. Praphullachandra Sharma as OSD in Department of Higher Education; Post Upgraded to Joint Secretary Level

In a significant bureaucratic realignment within the Ministry of Education, the Appointments Committee of the Cabinet (ACC) has officially cleared the appointment of Shri K. M. Praphullachandra Sharma (IFS: 2006) to a key administrative role.

According to the official order released by the Department of Personnel and Training (DoPT), Shri Sharma has been appointed as the Officer on Special Duty (OSD) at the Joint Secretary (JS) level within the Department of Higher Education.

Strategic Administrative Upgradation

To facilitate this high-level appointment, the Central Government has approved a strategic structural change. A vacant post of OS/Director within the Department of Higher Education has been temporarily upgraded to the rank of Joint Secretary. This move underscores the importance of the responsibilities being assigned to the 2006-batch Indian Forest Service officer.

Tenure and Terms of Appointment

Shri Sharma will assume his responsibilities as OSD from the date he takes charge of the office. The ACC has mandated a tenure of two years for this posting, or until further orders are issued, whichever occurs earlier.

The Department of Higher Education is currently spearheading several critical reforms under the National Education Policy (NEP). The induction of a seasoned officer like Shri Sharma is expected to bolster the department’s policy execution and administrative oversight at a time when the sector is undergoing rapid digital and academic transformation.
