Punjab Government Transfers 6 IAS & PCS Officers; Suspended IAS Kamal Kishor Yadav Reinstated as Secretary in Major Administrative Reshuffle

The Punjab Government led by Chief Minister Bhagwant Mann has implemented a fresh round of bureaucratic changes, transferring six IAS and PCS officers across important administrative positions while also reinstating senior IAS officer Kamal Kishor Yadav. The reshuffle includes significant postings within the Chief Minister’s Office as well as key assignments in the municipal administration.

As per official orders issued on Thursday, Kamal Kishor Yadav has been reinstated in service and appointed as Secretary, General Administration and Coordination. The latest administrative changes also involve new appointments in the Chief Minister’s Secretariat and municipal bodies.

Kamal Kishor Yadav Reinstated as Secretary

Senior IAS officer Kamal Kishor Yadav (IAS:2003), who had earlier been placed under suspension and was awaiting a fresh posting, has now been reinstated by the state government. He has been posted as Secretary, General Administration and Coordination, replacing IAS officer Gauri Parasher Joshi (IAS:2009).

However, the government has clarified that Gauri Parasher Joshi will continue to function as Secretary, Coordination until she proceeds on leave.

Key Changes in the Chief Minister’s Office

The reshuffle has also led to important changes within the Chief Minister’s Secretariat.

Gurmit Singh (PCS:2025), who had been serving as the Chief Minister’s Field Officer in Patiala, has been appointed as Deputy Principal Secretary to the Chief Minister. He takes over the position from Keshav Goyal (PCS:2016).

Meanwhile, Keshav Goyal has been entrusted with several new responsibilities. Under the latest orders, he will now serve in multiple roles, including:

Joint Principal Secretary to the Chief Minister

Additional Managing Director of Punjab State Cooperative Milk Producers’ Federation Limited (MILKFED)

Director, School Education (Secondary), Punjab

Secretary, Punjab School Education Board, SAS Nagar

Municipal Administration Posting

Another key change involves the posting of Sundeep Singh Garha (PCS:2012). Garha, who had been serving as Joint Principal Secretary in the Chief Minister’s Office and also holding the additional charge of Additional Director in the Information and Public Relations Department, has now been transferred.

He has been placed at the disposal of the Department of Local Government for appointment as Commissioner of the Municipal Corporation in SAS Nagar.

Following this transfer, Parminder Pal Singh (IAS:2016), who had been holding the additional charge for the post, has been relieved of that responsibility.

Other Administrative Adjustments

The government has also issued further directions concerning administrative adjustments resulting from the reshuffle.

Parminder Pal Singh (IAS:2016) has been relieved from his current assignments and directed to report to the Secretary, Personnel, for further instructions regarding his next posting.

Departments concerned have been instructed to make suitable internal arrangements to handle responsibilities of posts that have become vacant due to these transfers.

All officers affected by the reshuffle have been directed to assume charge of their new assignments immediately.

Part of Governance Strengthening Efforts

Officials indicated that the latest bureaucratic reshuffle forms part of the government’s ongoing efforts to enhance administrative efficiency and strengthen governance across various departments. Periodic transfers and postings of officers are undertaken to ensure the effective deployment of experienced personnel in key administrative positions.
