Centre Clears 3-Year Foreign Assignment for IRS Officer Aman Garg as Senior Country Officer at IFC, World Bank Group
The Union Government has approved a proposal from the Department of Economic Affairs allowing Aman Garg, an officer of the Indian Revenue Service (C&IT: 2008), to undertake a long-term foreign assignment as Senior Country Officer at the International Finance Corporation (IFC), part of the World Bank Group, at its India Office for a period of three years.
The approval was granted by the competent authority following a proposal submitted by the Department of Economic Affairs. At present, Aman Garg is serving as Director in the Department of Economic Affairs under the Government of India.
Under the approved arrangement, he will take up the position of Senior Country Officer at the International Finance Corporation for a tenure of three years starting from the date he assumes charge of the assignment, or until further orders are issued, whichever occurs earlier.
To facilitate this appointment, the government has curtailed the remaining tenure of his Central Deputation as Director in the Department of Economic Affairs under the Central Staffing Scheme.
The order also clarifies provisions related to deputation tenure. An officer on deputation is considered to be automatically relieved once the approved deputation period expires, unless the competent authority formally approves an extension in writing before the end of the sanctioned tenure.
If an officer continues to remain on deputation beyond the authorised period without prior approval, such overstay may invite disciplinary action along with other adverse civil or service consequences. In such situations, the period of unauthorised overstay will not be counted as qualifying service for pension purposes.
Additionally, any annual increment that becomes due during the period of overstay will be deferred with cumulative effect until the officer formally rejoins his or her parent cadre.
The order further states that if such circumstances arise, proceedings for deemed resignation from government service may also be initiated against the concerned officer. Authorities have been advised to ensure that these provisions are brought to the attention of the officer concerned.
