Kerala Government Introduces New ‘Kerala AIS Allowance’ for IAS, IPS, and IFS Officers to Address 24/7 Workload Pressures
Kerala government has introduced a new “Kerala AIS Allowance” for IAS, IPS, and IFS officers from March 1, 2026. Senior officers will receive up to ₹38,340 per month for domestic support, while others will get ₹19,170, linked to minimum wage rates, to ease 24/7 workload pressures.
In a landmark decision aimed at easing the personal and professional burdens of senior bureaucrats, the Government of Kerala has introduced a new financial benefit titled the “Kerala AIS Allowance” for officers belonging to the Indian Administrative Service (IAS), Indian Police Service (IPS), and Indian Forest Service (IFS) serving in the state cadre.
The scheme, effective from March 1, 2026, comes in response to formal representations made by IAS officers in 2024, who highlighted the increasing intensity of their workload, the round-the-clock nature of their responsibilities, and the need for additional domestic support to balance professional and family obligations.
Background: Earlier Allowance Introduced in 2013
Kerala had first sanctioned an allowance for All India Services officers in 2013, designed to help them manage essential expenses such as:
Hiring office assistants,
Fuel costs for personal vehicles used for official work,
Electricity and water bills.
The financial assistance was graded according to the rank of the officers.
Revision in 2019 Due to Rising Costs
In 2019, the government revised the allowance rates to reflect rising living and operational expenses. Under the revised structure:
Junior Scale AIS officers received about ₹2,900 per month,
The allowance increased progressively with seniority,
Chief Secretary-level officers received up to ₹11,400 per month.
However, over time, officers felt that the allowance had become inadequate to meet their growing functional and domestic requirements.
IAS Officers Raise Concerns in 2024
In 2024, IAS officers submitted a formal representation to the state government, stressing that the existing allowance no longer met their needs. They pointed out that:
Officers often hold multiple administrative charges,
Their duties extend round the clock (24/7) in the digital governance era,
Heavy workloads leave little time to manage domestic arrangements,
Officers with dependent children and family responsibilities face particular difficulties.
To address these challenges, they proposed a daily wage allowance linked to the government’s notified minimum wage rates, claimable through self-certification.
Chief Secretary Issues Order for New Scheme
Acting on this representation, A. Jayathilak, Chief Secretary of Kerala, issued an order introducing the Kerala AIS Allowance scheme. The allowance is specifically designed to help officers hire domestic support staff, with wages linked to the minimum daily wage notified by the state government.
Allowance Structure Under the New Scheme
For Senior Officers (Principal Secretary and above):
Officers such as Principal Secretaries (IAS), Additional Director Generals of Police (IPS), and Additional Principal Chief Conservators of Forests (IFS) will be eligible for the wages of two daily wage staff members.
They will receive ₹38,340 per month as allowance.
For Officers up to Secretary Level (Pay Matrix Level 14)
Officers up to the level of Secretary will be eligible for one daily wage staff member. They will receive ₹19,170 per month as allowance.
Automatic Revision Linked to Minimum Wage
The government clarified that the Kerala AIS allowance will be automatically revised whenever the state revises its minimum daily wage rates, ensuring that the support remains aligned with actual costs of hiring domestic help.
Conditions for Claiming the Allowance
The government order also specifies certain conditions:
Officers must submit a self-certification stating that no domestic staff is provided by the government or borrowing agencies at their residence.
The allowance cannot be claimed if staff are already provided at government expense. Officers under suspension or those absent without authorization will not be eligible.

The introduction of the Kerala AIS Allowance reflects the government’s recognition of the intensive, round-the-clock responsibilities handled by senior bureaucrats. By linking the allowance to minimum wage rates and enabling officers to claim support for domestic help, the state government aims to reduce the personal and logistical burden faced by officers managing demanding administrative roles.
