MP: Chief Minister Secretariat Sees Unprecedented IAS Dominance, No Serving IPS Officer

Madhya Pradesh CM Secretariat now has 10 IAS officers and no serving IPS officer. A major administrative reshuffle is expected across key departments soon.

In a significant administrative shift, the Chief Minister’s Secretariat in Madhya Pradesh is currently witnessing an unprecedented dominance of IAS officers, with no serving IPS officer posted in the setup.

The development follows the latest round of bureaucratic transfers, which has taken the number of Indian Administrative Service (IAS) officers in the Secretariat to 10. Officials indicate that this change could soon be followed by a broader administrative reshuffle across the state.

No Serving IPS Officer in CM Secretariat

In a notable departure from past practice, there is presently no serving Indian Police Service (IPS) officer in the Chief Minister’s Secretariat.

However, retired IPS officer Rajesh Hingankar continues to serve as Officer on Special Duty (OSD). Traditionally, IPS officers have played a key role in such setups, particularly in matters related to law and order coordination.

10 IAS Officers Posted in Secretariat

The Secretariat now comprises a strong team of IAS officers across multiple ranks.

At the senior-most level, Additional Chief Secretary Neeraj Mandloi is part of the setup. He is supported by several officers, including:

Alok Singh
Kaushalendra Vikram Singh
Ilayaraja T

At the Additional Secretary level, the officers include:

Chandramauli Shukla
Chandra Shekhar Walimbe
Arun Parmar
Arvind Dubey

At the Deputy Secretary level:

Sudhir Kochar
Sandeep Kerketta

Additionally, retired IAS officers Gopal Daad and Ajatshatru Shrivastava have also been assigned responsibilities within the Secretariat.

Work Redistribution Expected

Officials have indicated that with the recent induction of additional officers, a fresh allocation of responsibilities is likely within the Secretariat.

The move is aimed at streamlining administrative functioning, improving coordination, and ensuring efficient handling of governance priorities.

Further Transfers Likely Across Departments

Sources suggest that another round of transfers may be imminent, potentially affecting officers in key departments and the Mantralaya.

Departments such as Home, Commercial Tax, and Revenue are expected to witness changes in leadership roles.

Senior-Level Changes on the Horizon

Among the possible changes:

Sheo Shekhar Shukla, currently on extended leave, may be replaced
Amit Rathore, Principal Secretary (Commercial Tax), could be transferred after completing his tenure
Vivek Porwal, Principal Secretary (Revenue), is also likely to be shifted

At the divisional level, officers such as Sanveej Singh and Surbhi Gupta may also be reassigned.

Administrative Realignment Underway

The developments point towards a broader administrative restructuring in Madhya Pradesh, aimed at enhancing governance efficiency and aligning bureaucratic roles with evolving policy priorities.

The absence of a serving IPS officer, coupled with the strong presence of IAS officers, marks a notable shift in the composition of the Chief Minister’s Secretariat and may influence administrative decision-making dynamics in the near future.
