Vumlunmang Vualnam given additional charge of Secretary, Ministry of Corporate Affairs from May 1–10, 2026

The Government of India has approved the assignment of additional charge of the post of Secretary, Ministry of Corporate Affairs (MCA), to Shri Vumlunmang Vualnam, a 1992-batch Indian Administrative Service (IAS) officer of the Manipur cadre, effective from May 1, 2026 to May 10, 2026.

The order, issued by the Competent Authority, comes in the wake of the temporary absence on leave of Ms. Deepti Gaur Mukerjee, a 1993-batch IAS officer of the Madhya Pradesh cadre, who currently serves as Secretary of the Ministry of Corporate Affairs. During her leave period, the administrative charge of the ministry will be held concurrently by Shri Vualnam in addition to his existing responsibilities.

Shri Vumlunmang Vualnam presently holds the senior position of Secretary, Department of Expenditure under the Ministry of Finance — one of the most critical departments within the Union Government, responsible for overseeing all aspects of public expenditure management, financial regulations, and budgetary allocations across central ministries and departments. His assignment to additionally oversee the MCA during this transitional period reflects the government’s confidence in his administrative capabilities and seniority within the IAS hierarchy.

The Ministry of Corporate Affairs is a key nodal ministry under the Government of India responsible for regulating corporate entities, implementing the Companies Act, 2013, and overseeing bodies such as the Registrar of Companies (RoC), the National Company Law Tribunal (NCLT), the Insolvency and Bankruptcy Board of India (IBBI), the Indian Institute of Corporate Affairs (IICA), and the Serious Fraud Investigation Office (SFIO). The ministry plays a central role in shaping India’s corporate governance framework and the ease of doing business ecosystem.

Ms. Deepti Gaur Mukerjee, who is being temporarily relieved of her ministerial charge during her absence, has had a distinguished career in the IAS and has served in various senior capacities within the Government of India prior to her appointment as Secretary, MCA. She is expected to resume full charge upon her return from leave on May 10, 2026.

Such arrangements of additional charge are standard procedure within India’s civil services framework, ensuring uninterrupted administrative functioning at the apex level of government ministries. The Appointments Committee of the Cabinet (ACC) or the designated Competent Authority routinely issues such orders to maintain continuity in governance, particularly for secretary-level posts that oversee regulatory, legislative, and policy functions of national importance.

The brief ten-day assignment underscores the seamless transition mechanism embedded in the Indian Administrative Service structure, wherein senior officers are entrusted with concurrent portfolios to ensure that critical ministries continue to function at full administrative capacity without disruption.
