MSME Secretary Subhash Chandra Lal Das Bids Farewell; Bharat Khera Assumes Charge Amid Star-Studded Send-Off in Delhi
The farewell of outgoing MSME Secretary Subhash Chandra Lal Das turned into a rare spectacle in the national capital, drawing an unprecedented gathering of senior bureaucrats and underscoring the enduring influence of the 1992-batch IAS officers at the Centre. The event, marked by camaraderie and respect, highlighted Das’ stature within the civil services as he bid adieu after more than three decades of distinguished service.
Das, a 1992-batch IAS officer of the AGMUT cadre, retired on April 30, 2026, leaving behind a legacy of balanced leadership and administrative acumen. Born on April 10, 1966, he pursued a B.Sc. in Statistics, an LL.M. from Delhi University, and later earned a Master of Public Health from Johns Hopkins University. Since June 13, 2023, he had been serving as Secretary in the Ministry of Micro, Small and Medium Enterprises (MSME), a sector that contributes over 30% to India’s GDP and plays a pivotal role in employment generation and exports.
A Farewell Marked by Bureaucratic Strength
The farewell ceremony was remarkable for the sheer presence of senior officials. All 17 IAS officers of the 1992 batch currently serving at Secretary-level positions in Delhi attended, reflecting the batch’s dominance in policymaking. Notable attendees included Vijay Kumar (Ports, Shipping and Waterways), Ashish Kumar Bhutani (Cooperation), Arunish Chawla (DIPAM), Chanchal Kumar (Information & Broadcasting), Nidhi Khare (Consumer Affairs), Pankaj Agrawal (Power), Neelam Shammi Rao (Textiles), Vineet Joshi (Higher Education), Vumlunmang Vualnam (Expenditure), and Rajeev Verma, Chief Secretary of Delhi, among others.
The gathering was not only a testament to Das’ goodwill but also a reflection of the strong professional bonds within the civil services, particularly among the 1992 batch.
Bharat Khera Takes Charge
Following Das’ retirement, Bharat Khera, a 1995-batch IAS officer of the Himachal Pradesh cadre, officially assumed charge as the new MSME Secretary. Khera brings with him a wealth of administrative experience spanning more than three decades.
Prior to this appointment, he served as Additional Secretary in the Department of Consumer Affairs. His career highlights include a six-year tenure as Joint Secretary (Air) in the Ministry of Defence (2014–2020), where he oversaw matters related to the Indian Air Force, Border Roads Organisation, and international defence cooperation. He also coordinated Republic Day celebrations between 2017 and 2020, showcasing his organizational expertise.
Khera has held strategic roles as a board member of major defence shipyards including Mazagon Dock Shipbuilders, Garden Reach Shipbuilders & Engineers, Goa Shipyard, and Hindustan Shipyard, contributing to the Make in India initiative in defence infrastructure. His assignments also include serving in the Cabinet Secretariat, where he handled commerce, industry, and technology sectors, and played a significant role in policy coordination during the COVID-19 pandemic.
Academic and State-Level Credentials
An Electronics Engineering graduate from BITS Pilani, Khera furthered his education with a Master of Public Administration from the Maxwell School, Syracuse University, and an Advanced Management Programme in Public Policy from ISB. He was also a Chevening Gurukul Fellow at the London School of Economics, adding global exposure to his profile.
In his cadre state of Himachal Pradesh, Khera held influential positions such as Home Secretary, Principal Secretary (Public Works, Power, General Administration, State Taxes & Excise, Information & Public Relations), and Principal Secretary to the Chief Minister. He also served as Managing Director of multiple state corporations, contributing to infrastructure and industrial development.
Continuity and Change in MSME Leadership
The transition from Das to Khera marks both continuity and change in the MSME Ministry. While Das leaves behind a legacy of steady governance and respect among peers, Khera steps in with a strong track record in defence, commerce, and economic administration. His leadership is expected to focus on strengthening the MSME sector further, aligning it with the government’s vision of Viksit Bharat 2047.
