West Bengal Govt Revamps CMO with 9 Key Appointments; IAS Officers P Promoth and Navneet Mittal Named Joint Secretaries
The newly formed BJP government in West Bengal under Chief Minister Suvendu Adhikari has initiated another major bureaucratic restructuring exercise by appointing two IAS officers and seven WBCS (Executive) officers to the Chief Minister’s Office (CMO), signalling an aggressive administrative overhaul aimed at reshaping the state’s governance structure after the 2026 Assembly elections.
The latest appointments, announced through official government notifications on Sunday, are part of a broader reorganisation of the top administrative machinery following the BJP’s historic victory in West Bengal, which ended the Trinamool Congress’s uninterrupted 15-year rule in the state.
Officials familiar with the developments described the move as a strategic effort to strengthen policy coordination, improve administrative efficiency and build a new governance framework aligned with the priorities of the Suvendu Adhikari-led government.
Two IAS Officers Appointed as Joint Secretaries in CMO
Among the most prominent appointments in the latest reshuffle are IAS officers P Promoth and Navneet Mittal, both of whom have been posted as Joint Secretaries in the Chief Minister’s Office with immediate effect.
P Promoth was previously serving as Joint Secretary in the Micro, Small and Medium Enterprises (MSME) and Textiles Department, where he handled administrative and industrial policy matters related to small-scale industries and textile development.
Navneet Mittal, meanwhile, was serving as Additional District
Magistrate (ADM) of Paschim Medinipur district before being brought into the Chief Minister’s Office. His experience in district administration is expected to contribute to coordination between the state secretariat and field-level governance machinery.
Both officers are expected to play important roles in assisting the Chief Minister’s Office in policy execution, inter-departmental coordination and monitoring implementation of major government programmes.
Seven WBCS Officers Inducted Into CMO
In addition to the IAS-level appointments, the West Bengal government has also appointed seven officers from the West Bengal Civil Service (Executive) cadre as Senior Deputy Secretaries in the Chief Minister’s Office.
The officers have been drawn from diverse administrative backgrounds, including district administration, housing, fisheries and land reforms departments.
The officers appointed are:
Pramit Das (Batch 2003), previously serving as District SWO and SEO, Howrah
Samrat Chakraborty (Batch 2004), formerly associated with the Housing Department
Amartya Chakraborti (Batch 2007), transferred from the Fisheries Department
Ayan Dutta Gupta (Batch 2007), who earlier served as Sub-Divisional Officer, Diamond Harbour
Rajarshi Nath (Batch 2008), previously SDO, Bardhaman Sadar North
Dip Bhaduri (Batch 2008), formerly District SWO and SEO, Purba Medinipur
Surajit Ray (Batch 2011), who earlier served as Additional Director in the Directorate of Land Records and Surveys (DLRS)
Government officials indicated that these officers have been selected to strengthen administrative support within the CMO and ensure smoother implementation of the new government’s decisions and welfare initiatives.
Administrative Overhaul Gains Momentum
The latest round of appointments comes immediately after another major bureaucratic reshuffle in which 16 officers associated with the previous Chief Minister’s Office under Mamata Banerjee were transferred or reassigned.
The rapid restructuring indicates the BJP government’s intention to establish a fresh administrative ecosystem within the state secretariat and key governance institutions.
Shortly after assuming office, Chief Minister Suvendu Adhikari also appointed retired IAS officer Dr. Subrata Gupta as Adviser to the Chief Minister, while IAS officer Shantanu Bala was designated as the Chief Minister’s Private Secretary.
These appointments are being interpreted as part of a carefully calibrated effort to create a loyal and efficient administrative team capable of executing the BJP government’s policy agenda during its initial months in office.
BJP’s Historic Electoral Victory
The administrative changes follow the BJP’s sweeping electoral victory in the 2026 West Bengal Assembly elections. The party secured 206 seats in the 294-member Assembly, marking one of the most dramatic political shifts in the state’s history.
The Trinamool Congress, led by former Chief Minister Mamata Banerjee, was reduced to 80 seats after dominating Bengal politics for nearly a decade and a half.
Political observers believe the ongoing bureaucratic restructuring reflects the new government’s attempt to align the administrative machinery with its governance priorities while ensuring tighter coordination between policymakers and implementing agencies.
With several more transfers and appointments expected in the coming weeks, the West Bengal bureaucracy is likely to witness continued realignment under the new BJP-led administration.
