Gujarat Government Transfers 72 IAS Officers in Landmark Administrative Reshuffle; Bhavya Verma Named Ahmedabad Collector, Tejas Parmar Appointed to Surat
In one of the most sweeping administrative reshuffles Gujarat has witnessed in recent years, the state government on Tuesday transferred and reassigned as many as 72 Indian Administrative Service (IAS) officers across a wide range of districts, municipal corporations, urban development authorities, and key state departments. The comprehensive transfer order was issued late on May 13 by the General Administration Department, headquartered in Gandhinagar, and is expected to bring far-reaching changes to the administrative landscape of the state.
The reshuffle encompasses the appointment of new district collectors in several strategically and economically significant districts, including Ahmedabad, Surat, Bharuch, Navsari, Morbi, Dahod, Junagadh, and Kutch. Beyond district administration, the order also effects significant changes in the leadership of departments overseeing education, energy, tourism, industries, tribal development, and urban governance — reflecting the breadth and ambition of the state government’s restructuring exercise.
Senior Appointments at the State Level
Among the most consequential postings at the state level, senior IAS officer D.N. Modi has been appointed Development Commissioner, Gandhinagar — one of the most powerful and influential administrative positions in the entire state machinery. Anand Babulal Patel has been posted as Commissioner of Schools, and will additionally hold charge as Commissioner of PM-POSHAN Yojana and Director of the Gujarat Council of Educational Research and Training (GCERT), reflecting the government’s emphasis on strengthening educational administration.
Sujeet Kumar, who previously served as Collector of Ahmedabad, has been elevated to the post of Special Commissioner of State Tax, Ahmedabad. Ajay Prakash has been assigned as Managing Director of the Gujarat Energy Transmission Corporation Ltd. (GETCO). Dr. Sourabh Zamsingh Pardhi, the outgoing Collector of Surat, moves on as Director of Civil Supplies and Ex-officio Additional Secretary, while Kshipra Suryakantarao Agre has been appointed Commissioner of MSME, Gandhinagar, with additional charge as Commissioner of Services.
New Collectors Across Key Districts
The order brings fresh leadership to fifteen districts across Gujarat. Bhavya Verma takes charge as Collector of Ahmedabad, while Tejas Dilipbhai Parmar assumes the collectorship of Surat. Navnath Kondiba Gavhane has been appointed Collector of Bharuch, and Manish Gurwani will serve as Collector of Navsari. Swapnil Khare heads to Morbi, Surabhi Gautam to Dahod, and Yogesh Choudhary to Junagadh. Anilkumar Ramjibhai Ranavasiya has been appointed Collector of Kutch-Bhuj, and Ganga Singh will oversee Narmada-Rajpipla. Other new collectors include Dr. Prashant Jilova in Patan, Milind Bapna in Arvalli-Modasa, H.M. Vora in Botad, N.D. Parmar in Dangs-Ahwa, Mayur K. Mehta in Vav-Tharad, and N.V. Upadhyay in Kheda-Nadiad.
Municipal and Urban Governance Overhauled
The reshuffle places new municipal commissioners across ten cities. Prabhav Joshi moves to the Junagadh Municipal Corporation, Shalini Duhan to Mehsana, Deepesh Kedia to Jamnagar, and Sangeeta Raiyani to Morbi. R.N. Dodiya will head the Anand Municipal Corporation, J.S. Prajapati takes charge in Gandhinagar, N.F. Chaudhari in Vapi, J.K. Jadav in Surendranagar, B.D. Davera in Gandhidham, and Jayeshkumar B. Upadhyay in Navsari.
Energy, Tourism, and Technology Leadership Refreshed
Gaurangbhai H. Makwana has been appointed Director of the Gujarat Energy Development Agency (GEDA). Vipin Garg will lead the Tourism Corporation of Gujarat Ltd. as Managing Director, while Jincy Roy takes charge as Managing Director of Gujarat Informatics Ltd. Shivani Goyal has been appointed Managing Director of Madhya Gujarat Vij Company Ltd. (MGVCL).
Young Officers Entrusted with Greater Responsibility
Reflecting confidence in the newer generation of civil servants, several officers from the 2021 and 2022 batches have been given important field postings. Mehak Jain has been appointed District Development Officer (DDO) of Arvalli-Modasa, Vidyasagar as DDO of Morbi, Anchu Wilson as DDO of Mehsana, and Nisha as DDO of Jamnagar. Devendra Prakash Meena will serve as DDO of Surat. Prateek Jain has been posted as Project Administrator of the Tribal Area Sub Plan (TASP) in Dahod, and Lt. Col. Awate Amol Shantaram as Project Administrator of TASP, Rajpipla.
The large-scale overhaul is widely seen as a deliberate and calibrated effort by the Gujarat government to inject fresh administrative energy into districts and departments, improve governance outcomes, and accelerate the delivery of public services and development programmes across the state.
