Maharashtra Government Transfers Four Senior IAS Officers in Major Administrative Reshuffle; Pune, Nagpur and Key Departments See New Leadership

The Maharashtra government on Thursday executed a significant bureaucratic reshuffle, issuing transfer orders for four senior Indian Administrative Service officers in a move that has reshaped leadership across some of the state’s most consequential administrative positions. The changes directly impact the Pune Divisional Commissioner’s office, the Sports and Youth Services Department, and the Nagpur Municipal Corporation, and are widely understood to be part of the government’s sustained push to sharpen administrative efficiency and strengthen governance delivery across the state.

Dr. Chandrakant Pulkundwar Moves to Rural Development

The most prominent change in this round of transfers involves Dr. Chandrakant Pulkundwar, a 2008-batch IAS officer who had been serving as the Divisional Commissioner of Pune. Dr. Pulkundwar has been transferred to Mumbai and appointed as Secretary in the Rural Development and Panchayat Raj Department under the state Ministry of Rural Development — a critical portfolio that oversees rural governance, infrastructure development, and the implementation of Panchayati Raj institutions across Maharashtra.

During his tenure as Pune’s Divisional Commissioner, Dr. Pulkundwar earned a reputation for decisive administrative action and played a key role in steering several major developmental initiatives in the region.

Sheetal Teli-Ugale Takes Charge as Pune Divisional Commissioner

Stepping into the vacancy created by Dr. Pulkundwar’s departure is IAS officer Sheetal Teli-Ugale of the 2009 batch, who has been appointed as the new Divisional Commissioner of Pune. Prior to this assignment, she was serving in the Sports and Youth Services Directorate. Her appointment to one of Maharashtra’s most prominent and administratively demanding divisions is seen as a significant elevation, and officials expect her to bring both experience and fresh administrative energy to the role.

Sports and Youth Services Gets New Commissioner

The transfer of Sheetal Teli-Ugale from the Sports and Youth Services Directorate has in turn created a leadership vacancy there, which has been filled by IAS officer Deepak Singla of the 2012 batch. Singla has now been appointed as Commissioner of Sports and Youth Services — a department that carries considerable responsibility for promoting sports infrastructure, nurturing athletic talent, and implementing youth development programmes across Maharashtra.

Nagpur Municipal Corporation Sees New Additional Commissioner

In a change that is drawing significant attention in the Vidarbha region, IAS officer Muruganantham M. of the 2020 batch has been transferred from his position as Chief Executive Officer of Gondia Zilla Parishad and appointed as Additional Municipal Commissioner of Nagpur Municipal Corporation. Nagpur, as Maharashtra’s second capital and a major urban and administrative hub, is one of the most consequential postings in the state’s local governance structure, making this appointment particularly noteworthy.

A Pattern of Ongoing Reshuffles

Thursday’s transfers are part of a broader pattern of frequent and deliberate bureaucratic realignments that the Maharashtra government has carried out in recent months. Senior officials indicate that these reshuffles are driven by a clear intent to match administrative talent with departmental priorities, improve inter-departmental coordination, and accelerate the pace of development work in regions that require stronger on-ground governance.
