Gujarat CM Bhupendra Patel Meets 2025 Batch IAS Probationers, Calls for Citizen-Centric and Welfare-Oriented Governance

Gujarat Chief Minister Bhupendra Patel on Monday interacted with eight probationary Indian Administrative Service (IAS) officers of the 2025 batch who were recently allocated to the Gujarat cadre. The young officers paid a courtesy visit to the Chief Minister in Gandhinagar ahead of the commencement of their district-level field training across various parts of the state.

During the interaction, Chief Minister Patel encouraged the probationers to dedicate themselves to public service and work with integrity, sensitivity and commitment toward the welfare of citizens, especially economically weaker and underprivileged sections of society.

The officers have recently completed the prestigious Foundation Course at Lal Bahadur Shastri National Academy of Administration (LBSNAA), India’s premier training institution for civil servants. Following their allocation to the Gujarat cadre, they have been appointed as Additional Assistant Collectors and are currently undergoing a four-week institutional training programme at Sardar Patel Institute of Public Administration (SPIPA).

The institutional training programme at SPIPA is scheduled to conclude on May 26, after which the probationary officers will begin an intensive 52-week district training programme across several strategically important districts of Gujarat.

The districts identified for field training include Banaskantha, Bharuch, Amreli, Kutch, Panchmahal, Godhra, Valsad, Rajkot and Mahisagar. Through this extensive field exposure, the officers will receive practical experience in governance, district administration and grassroots policy implementation.

Officials said the district training programme has been designed to provide probationers with comprehensive exposure to multiple aspects of public administration and developmental governance. Key training modules include public health and nutrition, One District-One Product (ODOP) initiatives, law and order management, social and financial inclusion, project implementation, administrative coordination and good governance practices.

The programme is aimed at preparing the young officers for future leadership roles in district administration by exposing them to real-world governance challenges and public service delivery mechanisms.

Addressing the officers, Chief Minister Patel stressed the importance of people-centric administration and urged them to use their training to deliver transparent, efficient and responsive governance. He reportedly advised the probationers to remain connected with grassroots realities and prioritise the needs of ordinary citizens in policymaking and implementation.

The IAS probationers also shared their experiences from the ongoing SPIPA training programme and said that the institutional sessions had played a significant role in shaping their administrative outlook and understanding of governance responsibilities.

The interaction was attended by several senior government officials and administrators, including Hareet Shukla, Principal Secretary of the Administrative Reforms Division, and Chandresh Kotak, Director of SPIPA, along with the institute’s Director General and other senior officers.

Officials noted that the induction and structured training of IAS probationers remains a critical component of building future administrative leadership within the Gujarat cadre. The state is widely recognised for its focus on digital governance, innovation-driven administration and citizen-oriented policy execution, making district training especially valuable for young civil servants entering public administration.

In a separate event on Sunday, Chief Minister Bhupendra Patel also inaugurated the Incubation and Innovation Centre at National Institute of Design (NID) in Gandhinagar, where he highlighted the growing importance of creativity, innovation and design in strengthening India’s global competitiveness.

Speaking at the inauguration, Patel described NID as a “living symbol of India’s creativity” and credited Prime Minister Narendra Modi for integrating innovation and design thinking into national initiatives such as Make in India, Aatmanirbhar Bharat and Viksit Bharat.

The Chief Minister said that every NID student represents the spirit of innovation and noted that the institution has evolved into an internationally recognised brand that combines Indian cultural traditions with modern design and entrepreneurship.

Reaffirming Gujarat’s emphasis on innovation and youth entrepreneurship, Patel stated that the state currently hosts nearly 16,000 active startups. He added that Gujarat has also received recognition as the “Best Performer State” for its robust startup ecosystem, reflecting the state’s long-standing culture of enterprise, innovation and industrial growth.
