Jharkhand Transfers Over 35 IAS Officers in Major Bureaucratic Reshuffle; Saurabh Kumar Bhuvania Appointed Deoghar Deputy Commissioner
The Government of Jharkhand has carried out a major administrative reshuffle involving more than 35 Indian Administrative Service (IAS) officers, introducing significant changes across district administration and key government departments. The large-scale transfer exercise, announced through a notification issued by the Personnel, Administrative Reforms and Official Language Department, is aimed at improving governance, strengthening monitoring mechanisms, and accelerating implementation of development schemes across the state.
The reshuffle includes appointments of new Deputy Commissioners in several districts along with changes in the health, education, disaster management and rural development sectors.
Among the most prominent postings, IAS officer Saurabh Kumar Bhuvania has been transferred from Khunti and appointed as the new Deputy Commissioner of Deoghar district. The move is considered significant as Deoghar remains one of Jharkhand’s important administrative and religious districts, witnessing rapid infrastructure and tourism-related development.
In another key transfer, IAS officer Mohammad Javed Hussain, who was serving as Additional Development Commissioner in Palamu, has been appointed the new Deputy Commissioner of Khunti district.
The reshuffle also brought major changes in East Singhbhum and Garhwa districts. IAS officer Shekhar Jamuar has been relieved from his responsibilities as Deputy Commissioner of East Singhbhum and posted to the Subarnarekha Project in Jamshedpur. Meanwhile, IAS officer Ananya Mittal, who earlier served as Deputy Commissioner of Garhwa, has been appointed Chief Executive Officer of the Jharkhand State Livelihood Promotion Society (JSLPS), a key agency involved in rural livelihood generation and self-help group promotion.
The state government has also introduced important changes in the health and education departments as part of the administrative overhaul. IAS officer Shashi Prakash Singh, who was serving as Deputy Commissioner of Deoghar, has now been assigned a new responsibility in the Health Department.
Senior officer Kirtishree Ji has been appointed Additional Secretary in the Home, Prison and Disaster Management Department. IAS officer Samira S. has been posted as Joint Secretary in the School Education and Literacy Department, while Dinesh Kumar Yadav has been entrusted with the responsibility of Joint Secretary in the Health Department.
The reshuffle further extends to district councils and development administration. Officer Vishnu Shrikant Yashwant, who was earlier serving as Sub-Divisional Officer of Giridih, has been appointed Additional Development Commissioner-cum-Chief Executive Officer of the District Council in Godda.
Similarly, Abhishek Ranjan has been transferred from Khunti and posted as Additional Development Commissioner-cum-Chief Executive Officer of the District Council in Gumla.
The latest bureaucratic reshuffle is being viewed as part of the Jharkhand government’s broader strategy to improve administrative efficiency, enhance coordination among departments, and ensure closer supervision of welfare and infrastructure projects at the district level.
Officials said the transfer exercise is intended to bring greater accountability and faster implementation of state and centrally sponsored schemes, particularly in rural development, education, health services and local governance sectors.
The reshuffle comes at a time when the Jharkhand government is focusing on strengthening grassroots administration, improving delivery of public services and accelerating developmental activities in both urban and rural regions of the state.
